Description
Sacramento County and the City of Sacramento seek a qualified consulting firm or independent consultant to assist in establishing a new regional partnership model. This model includes a governing body to provide program and policy guidance to improve the region's homeless response system and affordable housing resources, along with restructuring the Sacramento County and City Continuum of Care (CoC) board. The consultant will facilitate an ad hoc task force of elected officials and representatives to finalize recommendations for a new governing body and prepare these for a vote by participating entities. The work involves membership composition, voting authority, CoC restructuring, conflict-of-interest rules, community voice incorporation, and the relationship between CoC duties and broader policy. The contract is expected to last approximately six months with a budget not to exceed $100,000 shared by the City and County.
