Description

MARC is seeking proposals from qualified contractors to support the development of the RHSCC 2027–2029 Strategic Plan and complete a related regional World Cup safety and security After Action Review/Improvement Plan. The contractor will review relevant plans and operational materials, collect and validate stakeholder input, assess preparedness and coordination efforts, identify strengths, lessons learned, gaps, and improvement opportunities, and prepare draft and final AAR/IP. They will evaluate the current RHSCC Strategic Plan, review existing metrics, facilitate a strategic planning session on October 9, 2026, and develop a concise, implementation-oriented RHSCC Strategic Plan for January 2027 through December 2029, with final deliverables due by November 19, 2026.
