The 87th Contracting Squadron (87 CONS PK) of the Air Mobility Command, Department of the Air Force, is seeking information from vendors for the potential procurement of cost estimating software for Joint Base McGuire-Dix-Lakehurst (JB MDL). - Government Buyer: - Department of the Air Force, Air Mobility Command, 87th Contracting Squadron (87 CONS PK) - OEMs and Vendors: - RS Means (referenced as the standard; equivalents are acceptable) - Products/Services Requested: - Cost estimating software access for 25 simultaneous user accounts - Must be based on Construction Specifications Institute (CSI) Masterformat or equivalent standards - Must provide up-to-date, reliable construction estimating data - Software must be intuitive for squadron use - Compatibility with government networks required - Compliance with PCI (Payment Card Industry) and PII (Personally Identifiable Information) requirements - Helpdesk support - English-speaking operators - 24-hour response time for technical issues - Unique or Notable Requirements: - Software must support 25 concurrent users - Must meet government IT and data security standards - Market research only; no award will result from this notice - RS Means is the only OEM mentioned, but equivalent solutions are acceptable

1. The contractor shall deliver cost estimating software access, RS Means Online or equivalent.

a. Contractor shall include all necessary username and passwords or other access methods for twenty-five (25) accounts that can be used simultaneously for access to cost estimating software, RS Means Online or equivalent. Cost estimating software must be Construction Specifications Institute (CSI) Masterformat or equivalent based. Software shall use up-to-date and reliable construction estimating date to develop accurate project budgets and validate costs based on our location. Software shall be convenient and intuitive to our squadron and fit the needs and abilities of different users.

b. Contractor shall provide helpdesk support for any and all access issues. Ensure all helpdesk operators and technicians associated with this contract speak clear and unbroken English. Ensure that a technician provides a response within 24 hours if a helpdesk operator is not available.

c. Contractor shall work with any and/or all Joint Base McGuire-Dix-Lakehurst (JB MDL) IT offices to ensure access or software is accessible on government networks.

d. Contractor shall work with any and/or all JB MDL offices to ensure that all systems meet PCI and Personally Identifiable Information (PII) requirements as applicable.

e. THE PERIOD-OF-PERFORMANCE FOR THIS CONTRACT IS: 1 base year and 4 option years
