The Hawaii Department of Transportation, Highways Division, is seeking contractors for the Freeway Management System Phase 4 project on Oahu, focused on upgrading traffic monitoring and communications infrastructure. - Government Buyer: - Hawaii Department of Transportation, Highways Division - Design Project Manager: Neal Honma - Project Scope: - Replacement of 72 existing closed-circuit television (CCTV) cameras along H-3 Freeway and within the Tetsuo Harano Tunnel - Installation of 5 new CCTV cameras across H-3, H-201, H-1 Freeways, and Pali Highway - Installation and replacement of corridor-wide fiber optic trunk communication cable and conduit (including 72-strand and 12-strand single mode fiber optic cables, 3-cell fabric innerduct, and extended range Ethernet cable) - Upgrades to operator equipment at the Tetsuo Harano Tunnel traffic operations center (2 new workstations, new video switch, new video wall display) - Installation of fiber optic conduit between Kalihi Interchange and Houghtailing Street on H-1 Freeway - Related electrical, communication, and traffic control infrastructure improvements - Products/Services Requested: - CCTV camera assemblies (PTZ and fixed), cabinet enclosures, ITS enclosures, hub cabinet enclosures - Fiber optic cables (72-strand, 12-strand, LSZH), innerduct, Ethernet cable, and associated network hardware - Construction services for installation, trenching, backfilling, and restoration - Traffic control, guardrail, and power supply upgrades - Unique/Notable Requirements: - Compliance with federal wage determinations and Buy America provisions - Valid State of Hawaii General Engineering A license required - No night work permitted from September 15 to December 15 - Warranty period for equipment begins after acceptance, with a 30-day observation period for CCTV cameras - Project duration is approximately 12 months (410 working days) - No specific OEMs or vendors are named in the solicitation; the project is open to qualified contractors and suppliers of traffic management and fiber optic communication equipment.

Description

This project involves the replacement of 72 existing CCTV cameras along the H-3 Freeway and within the Tetsuo Harano Tunnel, installation and replacement of the corridor-wide fiber optic trunk communications cable, installation of two new CCTV cameras on the H-3 Freeway, and operator equipment upgrades at the Tetsuo Harano Tunnel traffic operations center. The work also includes the installation of a fiber optic conduit between the Kalihi Interchange and Houghtailing Street on the H-1 Freeway. The project aims to improve freeway operations and traffic management on Oahu's freeways.
