The scope of this contract requires the Contractor to conduct virtual, tri-annual peer review cycle of up to 18 unique DINFOS training courses to determine and publish postsecondary college credit recommendations (lower, upper, or graduate-level). Each review result in formal college credit recommendations and the publication of an official Learning Evaluation Report.

The required services comprise four (4) integrated components:

(1) Expert faculty peer review and evaluation of DINFOS courses.

(2) Issuance of nationally recognized credit recommendations.

(3) Sustainment of evaluated courses on a nationally recognized academic registry.

(4) Provision of transcript and credentialing services for DINFOS graduates.

Critical performance requirements include completion of scheduled tri-annual and out-of-cycle evaluations in accordance with established academic standards, publication of official evaluation reports, continuous maintenance of course listings on the national registry, and reliable transcript and credentialing services to support Service member academic recognition.
