This opportunity is for dockside cleaning and inspection services for the USCGC Hudson, managed by the U.S. Coast Guard Base Miami Beach Procurement & Contracting office. - Government Buyer: - U.S. Coast Guard, Base Miami Beach, Procurement & Contracting (P&C) - OEMs and Vendors: - No specific OEMs or manufacturers are named; services are open to qualified small business contractors - Products/Services Requested: - Cleaning and inspection of potable water tanks (multiple locations and capacities) - Cleaning and inspection of ballast tanks, accessible voids, dirty oil and waste tanks, and sewage holding tanks - Cleaning and flushing of grey water and sewage piping systems (including hydrojet and chemical cleaning) - Removal and disposal of concrete structures as needed - Operational testing, gasket renewal, pit-depth and ultrasonic thickness measurements, and leak testing - All labor, supervision, materials, and equipment required for the above - Unique or Notable Requirements: - Compliance with Service Contract Act wage determinations - Strict adherence to federal, state, and local environmental and safety regulations - Site visits are highly encouraged to verify requirements - Offerors must submit detailed price breakdowns and past performance documentation - Small business set-aside under NAICS 562998 (All Other Miscellaneous Waste Management Services) - Vendors must be registered in SAM with the relevant NAICS code

Description

This combined synopsis/solicitation for services is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued.

The solicitation number is 52050PR260000307. Applicable North American Industry Classification Standard (NAICS) codes are: 562998 - All Other Miscellaneous Waste Management Services Size standard in Millions ($19.0)  

This requirement is for a Firm Fixed price contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, BEST VALUE. When submitting your proposals, request a price breakdown of the following: a. Cost of labor and supervision b. Cost of materials and equipment needed to remove and dispose of concrete structure

Prospective contractors must also provide, along with your proposal, past performance documents which will be used to determine expertise to perform work requested.

Contract will be awarded to the vendor who can perform the work outlined in the provided SOW in the time frame needed by unit. Past Performance and Cost factors will also be used when selecting the award. Anticipated award date: 10 business days after close of solicitation, OOA 25 July 2026

Period: Performance of work is expected to commence NLT 10 business days after award is made and submitted to awardee. Anticipated award date: 20 July 2026  

*Site visit*: It is highly recommended and encouraged that a site visit is performed at the USCGC Hudson to field verify the requirements within the SOW and speak with the unit POC for this project. A site visit has been scheduled for Wednesday JULY 08, 2026, at 10:30 AM EST.
