Single Source Repair and Upgrade of AFN AM Antenna System and Aviation Obstruction Lights at Momote Transmitter Site

• The 374th Contracting Squadron (374 CONS PK), Pacific Air Forces, Department of the Air Force, is seeking a single source procurement with DENKI KOGYO CO., LTD. for specialized repairs and upgrades at the Momote Transmitter site in Wako-shi, Saitama Prefecture, Japan.
• Scope includes:
  • Repair of the American Forces Network (AFN) two-tower Phase Array AM antenna system
  • Replacement of medium intensity aviation obstruction lights (OM-6) from incandescent bulbs to LEDs
  • Supply and installation of various electrical and mechanical components, including:
  • Lighting units (OM-6C), mounting adapters, flashing devices
  • Mitsubishi electromagnetic switches (NF30-KC 2P 30AT) and circuit breakers (S-T21 100V 2a2b)
  • Austin transformer repair parts, choke coils (54 units), carbon gaps, dust filters
  • Mounting hardware for insulators, antenna changeover switch overhaul parts
  • Relay PLC unit with power supply, 3-1/8" EIA coaxial switches, power distribution boards
  • Copper plates, flat braided copper wire, anti-rust paint and spray, thinner, anticorrosion tape, and grease
• All work must comply with the Building Standard Law of Japan, Japanese Aviation Law, and Japanese Radio Law.
• Contractor personnel must hold specific Japanese telecommunications and construction management licenses.
• DENKI KOGYO CO., LTD. is the only OEM/vendor explicitly mentioned; Mitsubishi Electric is also referenced as an OEM for certain electrical components.
• Quantities for key items include 2 lighting units, 2 mounting adapters, 2 flashing devices, 2 electromagnetic switches, 2 circuit breakers, 54 choke coils, and 20 units each of anticorrosion tape and grease.

Description

The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, labor, and any other items or services necessary to perform repairs on the American Forces Network (AFN) two (2) tower Phase Array Amplitude Modulation (AM) antenna system and to replace the medium intensity aviation obstruction lights (OM-6) from incandescent bulbs to LEDs. The work is located at Momote Transmitter site in Wako-shi, Saitama Prefecture, Japan.

All work shall be performed in accordance with this PWS, its appendix, manufacturer standards, commercial standards, and the following specifications, laws, and standards: 1. Building Standard Law of Japan（建築基準法) 2. Japanese Aviation Law（航空法) 3. Japanese Radio Law（電波法)

Contractor’s Qualification: The contractor is required to provide licensed employees with the following licenses: 1. Chief Telecommunications Engineer（電気通信主任技術者） 2. 1st Class, Land (Radio) Transmission Engineer/Technician（第１級陸上無線技術士）

Contract Manager’s Qualification: The contract manager and alternate shall possess a 1st Class Architectural Work Supervision license / First-class construction management engineer（第１級建築施行管理技士）to oversee the structural and telecommunications work.
