Description

The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, labor, and any other items or services necessary to perform repairs on the American Forces Network (AFN) two (2) tower Phase Array Amplitude Modulation (AM) antenna system and to replace the medium intensity aviation obstruction lights (OM-6) from incandescent bulbs to LEDs. The work is located at Momote Transmitter site in Wako-shi, Saitama Prefecture, Japan.

All work shall be performed in accordance with this PWS, its appendix, manufacturer standards, commercial standards, and the following specifications, laws, and standards: 1. Building Standard Law of Japan(建築基準法) 2. Japanese Aviation Law(航空法) 3. Japanese Radio Law(電波法)

Contractor’s Qualification: The contractor is required to provide licensed employees with the following licenses: 1. Chief Telecommunications Engineer(電気通信主任技術者) 2. 1st Class, Land (Radio) Transmission Engineer/Technician(第1級陸上無線技術士)

Contract Manager’s Qualification: The contract manager and alternate shall possess a 1st Class Architectural Work Supervision license / First-class construction management engineer(第1級建築施行管理技士)to oversee the structural and telecommunications work.
