Description

1.0 INTRODUCTION This is a SOURCES SOUGHT ANNOUNCEMENT to acquire a product level Technical Data Package (TDP) for the F404-GE-103 engine, to include all associated TDP for special tooling & special test equipment required to support Government Intermediate and depot (I&D) level overhaul, repair, stocklisting, part procurement, and testing. The responses will support the formulation of an acquisition strategy and whether this effort can be competitive or sole source. As such, this Sources Sought announcement provides an opportunity for small businesses (including the following subsets, Small Disadvantaged Business (SDB), Certified 8(a), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HSB), Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), Historically Black College or University or Minority Institute (HBCU/MI), Indian Tribe, and Alaska Native Corporation) to participate. In accordance with FAR Part 10, Market Research, AFLCMC/LPA is seeking information for potential sources for the F404-GE-103 Engine Technical Data Package. The anticipated contract will have a estimated PoP of 24 months. Security Requirements: The Contractor shall comply with the security requirements identified in the DoDI 5200.48, Controlled Unclassified Information (CUI). Anticipated CLIN Structure: The Government is contemplating the use of a contract with CLINS to include Firm-Fixed Price and Fixed Price Incentive Firm. 2.0 SOURCES SOUGHT INFORMATION Disclaimer: This sources sought is for informational purposes only. This is not a request for proposal (RFP), request for quote (RFQ) or an invitation for bid (IFB). In accordance with FAR 15.201(e), this notice does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. The government may use the information obtained from responses to this notice in determining its acquisition approach. The issuance of this notice does not restrict the government acquisition approach. REQUIRED CAPABILITIES: Interested firms should submit information as to the capabilities, capacity, and experience to provide the items/perform the following requirements: Technical Data Package (TDP) Development and Delivery Develop, maintain, and deliver a Product Level Technical Data Package (TDP) for the F404-GE-103 (5203T10G01) engine. Provide all associated TDPs for special tooling and special test equipment required to support Intermediate and Depot (I&D) level overhaul, repair, testing, and the provisioning of parts. Deliver comprehensive engineering drawings, CAD models, and associated lists necessary to enable the Government to establish organic depot-level repair, stocklisting, cataloging, and competitive part procurement without additional design engineering effort or recourse to the original equipment manufacturer (OEM). Logistics, Provisioning, and Sustainment Support Perform all necessary activities to support Government provisioning, stocklisting, and cataloging of I&D level replaceable engine parts, special tools, and special test equipment. This includes: Level of Repair Analysis (LORA): Conduct analysis to determine optimum maintenance levels and economic discard limits, evaluating repair versus discard-at-failure, maintenance facility requirements, and spare parts provisioning. Logistics Product Data (LPD): Identify, analyze, and deliver LPD including Support Equipment Recommendation Data (SERD), task inventories, and annual man-hours by skill specialty code for I&D level maintenance. Engineering Data for Provisioning (EDFP): Provide Provisioning Technical Documentation (PTD) and EDFP of sufficient detail (including CAGE codes, part numbers, and material specs) to enable the Government to establish National Stock Numbers (NSNs) and organically procure parts. Deliver and maintain a comprehensive Bill of Materials (BOM) for supply chain risk management. Develop, deliver, and maintain Technical Orders (TOs) in accordance with the Air Force Technical Manual Contract Requirements (TMCR), incorporating all Government gap analysis and verification findings. The capabilities should describe relevant contract experience offered to Government and commercial customers, include a reference to the contract number, magnitude, place of performance and points of contact for each example provided (name, POC, mailing address, e-mail, telephone number, fax number and the company’s web page (if applicable). Submitted information shall be UNCLASSIFIED. 3.0 SPECIAL REQUIREMENTS Within 30 days of date of award the contractor shall have 100% of their personnel assigned to this contract with necessary access to handle CUI and Technical Data Packages. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM CODE (NAICS): The anticipated NAICS Code is 541330 (Engineering Services)[MH3] [CW4] ; the corresponding Small Business size standard in millions of dollars is $25.5M. If the NAICS Code or Small Business size standard appears to be incorrect, please suggest an alternative NAICS Code and Small Business size for consideration. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). The Government will not award a contract solely based on this Sources Sought, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Responses shall be limited to 10 (ten) pages. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. 5.0 RESPONSES SHALL INCLUDE Business name and address; Name of company representative and their business title; Business Size and Type of Small Business (if applicable); Cage Code; DUNS Number; Capabilities statement package (no more than 10 pages) demonstrating ability to meet the stated requirements. Provide any anticipated teaming arrangements or information regarding your plans to use a joint venture. Additionally, provide a description of similar services offered to the Government or to commercial customers within the past three years. Provide suggested contract types best suited for these services. Provide suggested contract line-item number (CLIN) arrangements best suited for these services.
