US Secret Service Seeks Managed Starlink Data Subscription Services via Granite Telecommunications

The U.S. Secret Service, under the Department of Homeland Security, is seeking to procure managed Starlink Satellite Data Subscription Services to support its Tactical-IP BLEND Kits. - Government Buyer: - Department of Homeland Security - U.S. Secret Service - Office of Procurement - OEMs and Vendors: - Starlink (Space Exploration Technologies Corp. / SpaceX) – OEM of the satellite service - Granite Telecommunications LLC – Only authorized federal provider and integrator for this requirement - Products/Services Requested: - Managed Starlink Data Subscription Services - 3 units: 500GB data plan (monthly, 12 months) - 2 units: 500GB data plan (monthly, 12 months) - 2 units: 50GB data plan (monthly, 12 months) - 1 unit: Activation NRC (one-time activation fee) - Unique/Notable Requirements: - Services must be integrated with PEAKE's Tactical-IP BLEND platform for continuity, warranty, and support - Granite is the only authorized provider for Starlink services compatible with the required platform - No known alternate sources currently meet the integration and support requirements

Description

Pursuant to FAR 8.4, GSAM/R 538.7104-3(a) (FAR Class Deviation 25-20), the U.S. Secret Service (USSS) intends to award a sole source contract to Granite Telecommunications LLC, 100 Newport Avenue EXT, Quincy, MA 02171 for the acquisition of Starlink Data Subscription Services.

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 11:00 AM EST on June 29, 2026. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government.
