This opportunity is for hazardous waste supplies and disposal services for the Department of Veterans Affairs Black Hills Health Care System (BHHCS), covering multiple VA medical facilities in South Dakota. - Government Buyer: - Department of Veterans Affairs - Black Hills Health Care System (BHHCS) - OEMs and Vendors: - No specific OEMs or manufacturers are named in the solicitation or attachments - Products and Supplies Requested: - Wide range of hazardous waste packaging and handling supplies, including: - Used lamp drums and containers (various sizes for 4-ft and 8-ft fluorescent tubes) - Screw top and threaded plastic/poly pails with Life Latch or Lite Latch locking lids (0.6 to 10.7 gallons) - UN-rated plastic pails and lids (3.5 to 7 gallons, with/without spouts) - Gray and orange plastic pails (2 to 7 gallons, without lids) - Gamma seal lids (for 3.5-7 gallon pails) - Closed and open head plastic/poly and steel drums (5 to 55 gallons, with various UN ratings) - Hazardous materials lab pack boxes with liner bags (5 to 55 gallons, cubic yard sizes) - Hazardous materials collection/disposal bags (6 mil, 30- and 55-gallon, 24 per package) - Services Requested: - Offsite transportation and final disposal of hazardous, non-hazardous, universal, and other wastes - Includes labor, supplies, transport, treatment, documentation, and emergency services - Waste types: pharmaceuticals (including chemotherapy and sharps), regulated medical waste (incineration required), characteristic and listed hazardous wastes, non-hazardous wastes, ballasts, universal waste (aerosols, batteries, lamps, mercury, pesticides), and recycled materials - Pricing is per pound of waste (excluding container weight) - Quantities: - Supplies: Quantities range from 1 to 12 per item for containers and packaging - Waste disposal: Estimated annual quantities per facility, e.g., 19,000 lbs of dual hazardous waste pharmaceuticals, 1,100 fluorescent/LED tubes, 1,650 lead-acid batteries, etc. - Unique or Notable Requirements: - Compliance with all federal, state, and local regulations, as well as VA/VHA directives - Pharmaceutical and regulated medical wastes require incineration - Emergency waste shipment services must be available - Contract includes a base year plus four option years (potential five-year duration) - Service Contract Labor Standards and NAICS 562112 apply - Limitations on subcontracting per FAR 52.219-14

Before responding please carefully read and consider the following:

Hazardous Waste Supplies and Services for the Black Hills VA Health Care System. This is a Sources Sought Announcement Only and no solicitation is currently available. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be posted. A response to this Sources Sought Notice is not an adequate reply to a potentially forthcoming solicitation.

All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. Furthermore, the Government reserves the right to cancel this requirement at its discretion. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government.

The applicable North American Industry Classification System (NAICS) Code is, 562112: Hazardous Waste Collection, size standard is $47 million. NOTE: Please ensure that the System for Award Management (SAM) indicates this NAICS code if you are interested in the requirement.

As this is a service acquisition with an estimated total cost over the Simplified Acquisition Threshold, the Small Business Administration and the Federal Acquisition Regulation have Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Interested firms with the capability of providing the requirement, shall submit capability statements so the Government can determine the firm s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government s review of the industry s ability to perform or provide these requirements.

Firms shall include the following information with their responses:

Organization name, unique entity identification (UEI) number, address, socioeconomic category of your firm under the NAICS, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number. Capability statement demonstrating the ability to meet the specialized requirements stated in the Statement of Work and their expertise in the above-described areas in sufficient detail, including any other specific and relevant information. Small Business respondents indicate the estimate of services/supplies to be subcontracted. What percentage of services/supplies (estimated) would the company perform as the Prime Contractor? _______________% What percentage of services/supplies (estimated) would the company subcontract to other firms? _______________% State whether any of the requested services/supplies may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.). State your pricing structure to describe how your company charges such as charging per trip to the VA facility, disposal per pound, disposal per container, or any combination thereof.
