Description

Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of alfalfa hay at the Bureau of Land Management (BLM), Rock Springs Wild Horse and Burro Facility in Rock Springs, WY.(i) This is a combined synopsis/solicitation for the acquisition of commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by July 8, 2026 at 2:00 p.m. Mountain Time and a written solicitation will not be issued.(ii) Solicitation Number 140L6226Q0015 is being issued as a Request for Quotation (RFQ). This solicitation will utilize the policies contained in FAR Part 12, Acquisition of Commercial Products and Commercial Services in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition.(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 effective March 13, 2026.(iv) This solicitation is being issued as a 100% total small business set-aside. The NAICS associated with this solicitation is 111940, Hay Farming, size standard of $2,500,000.00.(v) See the attached Specifications (Attachment 1) for detailed requirements. The Price Schedule to be completed and returned with your quotation is in Attachment 2.(vi) The alfalfa hay to be acquired through this combined synopsis/solicitation will be delivered to the Rock Springs Wild Horse and Burro Facility at Lionkol Road, Rock Springs, WY 82901.(vii) Performance location is detailed in the attached Specifications Document (Attachment 1).(viii) FAR Provision 52.212-1, Instructions to Offerors Commercial Products and Commercial Services, applies to this acquisition. Potential quoters shall read and comply with all of the requirements.(ix) Basis for Award:The request for proposal shall be evaluated as a Lowest Price Technically Acceptable.PROPOSAL SUBMISSIONTECHNICAL PROPOSAL: The offeror shall submit a technical proposal demonstrating their capability to supply, deliver, unload, and stack alfalfa hay in accordance with the Statement of Work (SOW). The proposal shall include a detailed narrative describing the offerors approach to meeting hay quality requirements, ensuring timely delivery, maintaining moisture and nutritional standards, handling and stacking procedures, and providing adequate equipment and staffing.All proposals must include the following:1. Subcontractor IdentificationOfferors shall identify all subcontractors or suppliers that will provide hay not grown or harvested on the offerors own property.A completed SF 1413, Statement and Acknowledgment, shall be submitted for each subcontractor.2. Quality Control PlanOfferors shall provide a Quality Control Plan outlining procedures to ensure compliance with all hay quality, moisture, nutritional, handling, and delivery requirements described in the SOW.3. Past PerformanceOfferors shall provide a minimum of three (3) relevant past performance references for similar hay supply contracts. Each reference must include contact information, contract value, performance period, and a brief description of the work.4. Hay Nutritional AnalysisOfferors shall provide a current 2026 hay nutritional analysis, including at a minimum:Moisture ContentCrude ProteinCarbohydratesEnergy ValuesAdditional optional metrics such as TDN, fat, calcium, phosphorus, and magnesium may be included.5. Equipment CapabilityOfferors shall describe the equipment that will be used to unload and stack hay upon delivery, ensuring compliance with the SOW¿s on site handling and placement requirements.Failure to provide all required technical information may result in the proposal being determined non-responsive and ineligible for award.(x) Quoters shall include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services, with their quotation.(xi) FAR Clause 52.212-4, Contract Terms and Conditions Commercial Products and Commercial Services applies to this acquisition.
