This opportunity seeks a contractor to provide comprehensive hazardous waste management services at Wright-Patterson Air Force Base (WPAFB) for the U.S. Air Force. - Government Buyer: - Department of the Air Force, 88th Civil Engineer Group (88 CEG), Environmental Department (CEI), Wright-Patterson Air Force Base - 88 Air Base Wing Civil Engineer Environmental Management Branch (88 CEG/CEIE) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation or attachments. - Products/Services Requested: - On-site hazardous waste management program services, including: - Container pick-up and transport from accumulation points - Compliance management at three hazardous waste accumulation sites - Waste disposition preparation for general hazardous waste, gas cylinders, PCB-related wastes, and universal waste lamps - Final disposition preparation and shipment loading - Compliance assistance, customer service, and spill response/cleanup - Logistics such as segregation, characterization, and consolidation of waste within EPA-permitted facilities - Service line items are structured as 12-month periods, with a base year and four 12-month option years (total potential duration: 5 years) - No part numbers or specific product SKUs are referenced - Unique or Notable Requirements: - Contractor must provide all vehicles, equipment, and trained personnel for waste handling and transportation - Key personnel must include a Team Lead and Field Chemist with specific experience - Services must comply with all federal, state, and local hazardous waste regulations - Contractor must be available during normal government working hours and coordinate with government and other contractors - Waste types include RCRA hazardous waste, PCBs, gas cylinders, and universal waste lamps - Strict timelines for waste accumulation, verification, and load out - Emphasis on technical acceptability and lowest total evaluated price for award - All requirements and instructions are detailed in the Performance Work Statement (PWS) and solicitation attachments

COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation, which is expected to result in award of a Firm Fixed Price contract for commercial services, to provide on-site hazardous waste management at Wright-Patterson Air Force Base (WPAFB). Please see the attachment 1 – PWS Hazardous Waste Program for further description.

The synopsis is prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO), Subpart 12.2 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsis; (2) that receives a rating of “Acceptable” on the Technical factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.
