The Indian Health Service (IHS), under the Department of Health and Human Services, is seeking information from qualified vendors for a nationwide, web-based Environmental Health Reporting System (Web-EHRS). - Government Buyer: - Indian Health Service (IHS), Department of Health and Human Services - Division of Engineering Services - Seattle - Products/Services Requested: - Commercial-off-the-shelf (COTS), database-driven, web-based Environmental Health Reporting System (Web-EHRS) - Must be highly configurable and support approximately 250 environmental health specialists - Features required: electronic inspection forms, data collection and reporting, mobile and web access, user permissions, mapping, data export, and integration with federal IT/security standards - Must support IHS-specific coding and reporting needs - Data migration services for transferring historical data from legacy systems - User acceptance testing (UAT) for system validation by IHS specialists - Training services, including up to two on-site train-the-trainer sessions in the first and third years, and up to two live webinars annually - Unique/Notable Requirements: - System must be COTS but allow for custom software engineering and modifications - Compliance with federal IT and security requirements is mandatory - Contractor must demonstrate technical experience in environmental and public health - Comprehensive user support and integration with IHS-specific workflows - No specific OEMs, vendors, part numbers, or purchase quantities are named in the solicitation.

SOURCES SOUGHT/REQUEST FOR INFORMATION The Indian Health Service (IHS) is conducting a SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) as outlined in Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) 15.101 to gain knowledge of interest, capabilities, and qualifications of firms especially small businesses including: Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses. THIS NOTICE ALSO SERVES AS THE PRESOLICITATION NOTICE REQUIRED BY FAR RFO Part 5. The Indian Health Service (IHS) intends to issue a Request for Proposals (RFP) for this requirement following completion of market research.

This is a request for a highly configurable commercial-off-the-shelf (COTS) database driven, Web-based Environmental Health Reporting System (Web-EHRS) that will support a nationwide environmental health program. The system will be configured or modified as described in section 2. The system will be utilized at the national, regional, and field levels by approximately 250 environmental health specialists. The contractor must have technical experience or competency in the fields of environmental and public health. The anticipated start of performance date is February 2027.
