Description
INTRODUCTION
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses capable of providing the supplies/services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources because of this notice.
The Naval Air Systems Command, (NAVAIR) Patuxent River, Maryland, Air Traffic Management Systems Program Office (PMA-213) intends to award a Fixed Price Basic Ordering Agreement (BOA) order on a sole source basis for supplies and services associated with Digital Interrogator (DI) AN/UPX-45 and AN/UPX-50 RP2 Trouble Report (TR) Software Corrections. Specifically, this effort requires the identification, test, and implementation of trouble reports to correct software discrepancies that impact MODE 5 reliability and aircraft safety. The anticipated period of performance is 18 months with an estimated value of $4M. The work associated with this requirement is expected to be performed at the contractor’s facilities within the United States. No work at Government sites is anticipated. The specific place(s) of performance will be determined based on the location of the contractor selected for any resulting contract.
2.0 BACKGROUND
AN/UPX-45 DI’s are the currently fielded system which are in sustainment until they are retrofitted to AN/UPX-50 configuration. Current production of AN/UPX-50 DI systems is performed on the Firm Fixed Price, N00019-23-C-0046 contract by BAE Systems, Information and Electronic Systems Integration. The AN/UPX-50 DI supports both ground-based and shipboard weapon system platforms to satisfy Mark XIIA Identification Friend or Foe (IFF) and Mode S requirements.
3.0 REQUIRED CAPABILITIES
Supplies and services to be procured will support the Navy’s requirement to sustain currently fielded AN/UPX-45 DI systems, as well as procure and deliver the AN/UPX-50(C) DI units to support ongoing ship installations from now through FY29. These requirements are in support of USN ship classes: DDG, LHA, LHD, LPD, CVN; Navy training; US Coast Guard; and Foreign Military Sales. NAVAIR estimates deliveries of updated AN/UPX 45 and AN/UPX 50 DI’s with RP2 trouble report software corrections are needed no later than FY28.
These efforts require highly specialized skills and knowledge of the AN/UPX-45 and AN/UPX-50 DI system design and engineering details to complete the RP2 TR software correction effort to meet the stringent schedule. This effort includes engineering and technical support services to update proprietary software and coding developed by BAE Systems to ensure compliance with current Air Traffic Contract Radar Beacon System IFF Mark XII Systems (AIMS) certification and MODE 5 requirements. The Navy did not procure the Technical Data Package or necessary software that would allow another source to produce these efforts.
4.0 INCUMBENT
This is a follow-on requirement. The Original Equipment Manufacturer is BAE Systems, Information and Electronic Systems Integration, 450 Pulaski Rd. Greenlawn, NY 11740 USA.
5.0 ELIGIBILITY
The Product and Service Code for this requirement is 5840. The North American Industry Classification System (NAICS) code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with a small business size standard of 1,350 employees as defined by the U.S. Small Business Administration.
The Government currently anticipates a sole-source award under FAR 6.103-1 to BAE Systems due to the Government’s lack of required technical data and data rights for the AN/UPX-45 and AN/UPX-50 DI designs. However, all responsible sources, including small business (8(a), HUBZone, SDVOSB, WOSB) are encouraged to submit capability statements describing their ability to perform as a prime or subcontractor and to identify any specific portions of the requirement they can perform.
All interested contractors must be registered in the System for Award Management government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who possess the supplies and services provided in this notice and can meet these requirements are invited to respond. The Government will not reimburse participants for any expenses associated with their participation in this notice.
6.0 SUBMITTAL INFORMATION
It is requested that interested vendors submit to the point of contract below, a brief capabilities statement package (no more than 10 - 8.5 x 11 pages in length, single-spaced, 12-point font minimum) demonstrating the capability to meet the requirements of this notice. This documentation must address, at a minimum, the following:
A company profile to include: Company name, business size under NAICS Code 334511, office location(s), Point of Contact name, phone number, email address, Commercial and Government Entity code, and Unique Entity ID. Include a brief description of any applicable contracts relating to the supplies and/or services described herein. Prior/current industry experience of similar size and scope as referenced in section 3.0 ‘Required Capabilities’. Address the proposed management approach to staffing the effort with qualified personnel. Include corporate management policies, quality certifications, and the experience level of currently employed personnel to be assigned tasks under this effort. Provide documentation of the company's ability to begin performance immediately upon contract award projected in November 2026, to include a detailed plan and estimated schedule(s) of performance. Include any deviation or impact, if applicable. Any anticipated schedule, cost, or technical risks associated with performing this effort as a non-OEM source, and proposed mitigations. Provide documentation to show the company's ability to meet the Required Capabilities and Eligibility of this notice to include: Whether your company possesses, or can obtain access to the technical data, software documentation, and data rights necessary to perform RP2 TR software corrections or describe an alternative technical approach that meets all interface, performance, qualification, and certification requirements without access to OEM proprietary information. Responses shall not contain classified information. If a response includes proprietary information, it shall be clearly marked as such. The Government will handle all proprietary information in accordance with applicable law and regulations and will not disclose it outside the Government without prior permission.
