Missile Defense Agency Solicitation for Mobile Integrated Launch Capability (MILC)

This opportunity from the Missile Defense Agency (MDA) seeks industry proposals for the Mobile Integrated Launch Capability (MILC) program. - Solicitation aims to develop mobile launch platforms for short to intercontinental range target missile systems - Replaces current air drop C-17 target launches with rapid, flexible, mobile solutions - Two-phase effort: - Phase I: Detailed design, engagement analysis, and prototype costing for candidate MILC concepts - Phase II: Prototyping, ground testing, and launch demonstration of a candidate target system - Encourages use of Commercial Off-The-Shelf (COTS) and Government Off-The-Shelf (GOTS) components, and open system architectures - Offerors must have an active Secret Facility Clearance Level (FCL) and be able to handle Secret-level information - No specific OEMs, part numbers, or quantities listed; this is a research and development solicitation - Period of performance: Phase I (3-6 months), Phase II (12-24 months), overall from June 24, 2026 to September 30, 2028 - All technical and procurement requirements are detailed in the attached solicitation documents

Description

The Missile Defense Agency (MDA) “Mobile Integrated Launch Capability (MILC)” solicitation offers industry an ongoing opportunity to provide the Government with innovative, cost-efficient alternatives to current air drop C-17 target launches. Rapid demonstrations of mobile launch platforms capable of deploying and launching short to long range target missile systems from multiple locations worldwide will be considered.  This solicitation is for a two-phase effort.  Phase I - Detailed Design and Analysis - shall consist of detailed design, engagement analysis, and detailed protype costing information for all candidate MILC concepts.  Phase II - Prototyping and Testing - shall include prototyping, ground testing, and launch of a candidate target system from a designated location. 

Offerors are advised, should they be selected for an award, they will be required to access, handle, receive, and store Secret (S) information in performance of the effort.  The selected awardee(s) must have an active Secret Facility Clearance Level (FCL) with Secret safeguarding level verified by MDA upon award.
