The City of El Paso Water Utilities Public Service Board is seeking proposals for on-call construction services to repair and restore street rights-of-way throughout El Paso, TX. - Government Buyer: - City of El Paso Water Utilities Public Service Board (EPWater), Purchasing and Contracts Department - Scope of Work: - On-call, unit price construction services for approximately 1,100 project sites - Major activities include: - Trench patching with cement-stabilized backfill (various sizes) - Asphalt and concrete pavement removal and replacement - Hot mix asphaltic concrete (HMAC) overlays (1/2-inch, 1-inch, 2-inch) - Milling and resurfacing projects - Traffic control and steel plate installation/rental - Roadway striping and reflectorized pavement markings (Type I & II) - Adjustments to water valves and manholes with reinforced concrete aprons - Sub-grade preparation and installation of reinforced concrete pavement (1-inch, 9-inch, 12-inch) - Sidewalks, curbs, gutters, driveways (residential and commercial), wheelchair ramps, and meter boxes - Owner’s allowance for unanticipated work - Quantities: - Large quantities for key items, e.g., 40,000 sq. yd. asphalt pavement removal, 5,000 trench patch operations, 10,500–40,000 sq. yd. HMAC overlays - Notable Requirements: - Strict 10-working-day completion per site; liquidated damages for delays - Compliance with City, County, and TxDOT standards - 5% proposal security, 100% performance and payment bonds, prevailing wage rates - Contract term: 1 year with two 1-year renewal options - OEMs and Vendors: - No specific OEMs or manufacturers are named; materials and equipment must meet applicable standards - Unique Aspects: - On-call/as-needed structure with rapid response and high volume of small projects - Steel plate rental and after-hours delivery charges - ADA and TDLR compliance for accessibility features

Description

This solicitation is for on-call construction services to repair street rights-of-way. The work includes furnishing all labor, materials, transportation, and services on an as-needed basis to repair or replace asphalt and concrete pavement, traffic control, steel plates, roadway striping, curbs and gutters, sidewalks, and driveways. The work will be performed on public rights-of-way such as highways, streets, alleys, and easements in connection with projects by or for El Paso Water Utilities. The contract requires qualified personnel and necessary equipment to complete assigned work efficiently and imposes site completion deadlines with daily liquidated damages for delays exceeding 10 working days.
