The Millennium Challenge Corporation (MCC), a U.S. government agency, is seeking legal advisory services to support its international assistance programs. - Government Buyer: - Millennium Challenge Corporation (MCC) - Office of General Counsel, Washington, DC - Services Requested: - Legal advisory support for MCC's programs in Africa, Asia Pacific, Europe, and Latin America - Legal due diligence, negotiation, oversight of compacts and threshold agreements - Management of local counsel and legal training sessions (minimum two per year) - Contract Structure: - Hybrid Firm-Fixed Price and Time-and-Materials contract - Estimated 2,800 labor hours over five years - $500,000 allocated for local counsel subcontracting - Period of Performance: - Base period plus four one-year option periods (total up to five years) - Unique Requirements: - Legal training sessions (virtual or in-person) - Oversight and management of local counsel in multiple regions - No specific OEMs or product part numbers; focus is on professional legal services - Potential Competitors: - Large international law firms with government advisory experience - Firms with expertise in international development and cross-border legal matters

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.2 and Subpart 13.1, as supplemented with additional information included in this notice.

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation that works with developing countries to promote sustainable economic growth to reduce poverty. Since its establishment in 2004, MCC has deployed more than $17.2 billion in development grants through compact and threshold programs across 40+ countries. This announcement constitutes the only solicitation; quotes are being requested.

(i) The solicitation number is 953324260024. This solicitation is issued as a request for quotations (RFQ).

(ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 (effective March 13, 2026).

(iii) This solicitation is not a set aside.

(iv) Contract line item number(s) and items, quantities and units of measure are included in the solicitation.

(v) The Millennium Challenge Corporation (MCC) requires a contractor to perform Legal Advisory support services.

(vi) Dates and places of delivery are included in the solicitation document. Acceptance is at the Government location and all deliveries are FOB destination.

(vii) The provision at 52.212-1, Instructions to Offerors -- Commercial applies to this acquisition. Addenda are included in the solicitation.

(viii) The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The following evaluation criteria are hereby included in paragraph (a) of the provision:

(ix) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. See Section K of the solicitation.

(x) The clause at 52.204.19, Incorporation by Reference of Representations and Certifications  included in the solicitation.

(xi) The clause at 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition.

(xii) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices.

(xiii) Offers must be submitted via email to Ms. Regina Maxwell at maxwellre@mcc.gov at no later than 10:00 a.m. Eastern Daylight Time (EDT) on Wednesday, July 22, 2026.
