Description
The City of Norfolk, on behalf of the City, Norfolk Public Schools, and Norfolk Redevelopment and Housing Authority, collectively referred to as the Consortium or NHC, is seeking proposals for medical plan administration services and pharmacy benefit management services. The contract period is for five years from January 1, 2028, through December 31, 2032, with a possible additional five-year renewal. The preferred model is a carved-in benefits approach for ease of administration and bundled pricing, but separate proposals for medical and pharmacy services will be considered if they provide the best value. Proposals may cover multiple service areas, and separate submissions are required for each service area.
