This opportunity involves the Defense Logistics Agency (DLA) Disposition Services in Okinawa, Japan seeking a new brass shredder and related services. - Government Buyer: - Defense Logistics Agency (DLA), Disposition Services, Okinawa, Japan - Products/Services Requested: - One (1) Brass Shredder - Must shred medium-caliber cartridge cases and process brass, steel, and plastic pellets - Capable of 8 hours continuous operation without clogging - Features required: motorized automatic cartridge feeder, dust collector with air filter and fire suppression, emergency stop function, multi-voltage capability (120/208 to 277/480), and all necessary cables/accessories - Manuals and Familiarization Training - One digital and one hard copy of operator and maintenance manuals - Familiarization training (in-person or video) covering startup, maintenance, safety, controls, and tool attachment/detachment; video recording if in-person - Unique/Notable Requirements: - Equipment must be manufactured in the USA or a Trade Agreement Act (TAA) compliant country (e.g., not China) - Delivery and setup required within 6 months of order; operational readiness within 10 days of delivery - Warranty starts after training is completed - All quotes must include detailed technical specifications and place of manufacture - Compliance with all applicable laws, regulations, and installation policies is mandatory - No specific OEMs or part numbers are mentioned in the solicitation or attachments

Description

DLA Disposition Services  Brass Shredder Delivered to Okinawa, Japan

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with FAR Part 12. The required equipment is per the attached specifications, including its delivery timeframes. The procurement is under NAICS 333248 with a size standard of 750 employees. The requirement is placed for full and open competition. 

Quotes are to be received no later than 3:00 p.m. Eastern Standard U.S. Time on the above specified date, via email only to the designated Contracting Officer.

All contractor performance shall be in a safe manner, and in compliance with all applicable Federal, State, and local laws and regulations, and all installation policies. Any/all required documentation and service-related requirements including installation access are the responsibility of the contractor with coordination as necessary with the site of POC. 

Notes:

1.    All quotes shall be in U.S. Dollars. 2.    Offerors shall state the place of manufacture/country of origin of the equipment they are quoting for this solicitation. (Items must be manufactured in the USA or a qualifying country (Trade Agreement Act (TAA) compliant countries). Any items that are not made in a qualifying country, such as China, or any other restricted country will not be considered.) 3.    The Government will not accept late quotes. 4.    The Government will not accept quotes that are partial or incomplete. 5.    In performance of this contract, any transportation of supplies by sea must comply with 252.247-7023 Transportation of Supplies by Sea—Basic (JAN 2023) 6.    Email quotes to june.lee@dla.mil on or before the closing date of the solicitation. 7.    Any award made off this solicitation will be published on www.sam.gov. Offers are advised to frequently check www.sam.gov for any modifications to the solicitation and for the system award notice. Unsuccessful offerors will not be notified separately of their unsuccessful proposals.

FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023)

All offerors shall submit detailed technical specifications on the equipment being proposed for technical acceptability review. The detailed specification shall be completed to verify that all salient characteristics are met. All quotes shall state the delivery lead-time. The offeror shall state the place of manufacture for the product being quoted. Items must be manufactured in the USA or a qualifying country (Trade Agreement Act (TAA) compliant countries). Any items that are not made in a qualifying country, such as China, or any other restricted country will not be considered.
