The United States District Court, Eastern District of Texas, Probation and Pretrial Services Office is seeking vendors for treatment services in Paris, TX and other Texas locations. - Government Buyer: - United States District Court, Eastern District of Texas, Probation and Pretrial Services Office - Contact: Simone Norman - Services Requested: - Urine collection, testing, and reporting for federal defendants and persons under supervision - Estimated 25 specimens per month (Project Code 1011) - Use of Non-Instrumented Drug Testing Devices (NIDTs) - Substance use treatment (outpatient and residential) - Mental health treatment - Requirements: - Services must be provided by qualified professionals - Facility must be located within the Paris, TX catchment area - Vendors must comply with detailed service, staffing, facility, and reporting requirements - Pricing must be as low or lower than the offeror’s most favored customer for comparable quantities - No specific OEMs or commercial vendors are named in the solicitation - Blanket Purchase Agreement with initial 12-month term and up to four 12-month option years

Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use, 2.such services will be provided by professionals meeting the experience and criteria required, and 3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
