Hawks Prairie Reservoir Rehabilitation Construction and Upgrades

The City of Lacey Public Works Department is undertaking a major rehabilitation of the Hawks Prairie Reservoir, a 4.0 million gallon facility, with a contract value estimated between $6.8M and $7.3M. - Government Buyer: - City of Lacey Public Works Department - OEMs and Vendors: - Strongwell (specified for FRP components or equal) - Products and Construction Line Items: - Structural, electrical, mechanical, and civil improvements to the reservoir - FRP grating and structural shapes (Strongwell or equal), NSF-approved for potable water - Cathodic protection system (impressed current and galvanic) - Reservoir appurtenances: piping, platforms, access hatches, security fence, stairs, air vent, ladders, riser pipes - Electrical equipment: instrumentation, motor control centers, control panels, conduits, junction boxes - Water mains (6", 12", 16" D.I.), valves (6", 12", 16"), hydrant assembly, storm sewer pipes (4"–18"), catch basins, gravity block wall, chain link fence, asphalt and concrete work - Reservoir finishes: interior and exterior coatings, containment, foundation modifications, seismic anchors - Services Requested: - Comprehensive construction and rehabilitation services - Coating inspection by NACE/AMPP certified inspector (paid by City) - Startup, testing, and training for installed equipment - Reservoir disinfection, mechanical and structural repairs - Unique/Notable Requirements: - FRP components must be equal to Strongwell and NSF-approved for potable water - NACE/AMPP certified coating inspection - Compliance with Washington State prevailing wage - Project includes both FEMA and non-FEMA funded work, with alternate schedules for finishes replacement or repair - 225 working day period of performance - 5% bid bond, performance/payment bond, and retention per state law

Description

This contract involves the construction of structural, electrical, mechanical, and civil improvements to the 4.0 MG Hawks Prairie Reservoir. The work includes rafter and roof repairs, replacement of reservoir appurtenances, updating the cathodic protection system, electrical upgrades, full interior and exterior coatings and containment, installation of new foundation and anchor chairs, new vaults and connections, water line installation, fire hydrant installation, new asphalt pavements, retaining wall, concrete pad, and additional site improvements as specified in the construction plans and specifications. The project is managed by the City of Lacey Public Works Department and has a contract amount of approximately $6.25 million. The bid deadline is April 28, 2026, with an award date of May 21, 2026.
