The U.S. Department of State, Bureau of Diplomatic Security, is seeking a qualified contractor to provide comprehensive Local Guard Services for the U.S. Embassy in Tokyo, five consulates, two housing compounds, the American Center, and the Foreign Service Institute Language School in Japan. - Government Buyer: - U.S. Department of State - Bureau of Diplomatic Security - U.S. Embassy Tokyo and associated consulates and facilities - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments. - Products/Services Requested: - Local Guard Services, including: - Standard and emergency guard services - Entry control, patrols, and escort services - Operation of security equipment (explosive detection, x-ray, metal detection, CCTV, Guard Electronic Monitoring System (GEMS), radio network communications) - Project Manager (minimum 10 years security experience, language proficiency) - Supervisors (minimum 5 years relevant experience, language proficiency) - Guard personnel (including Senior Guards and Bodyguards with specified qualifications) - Training services (basic, firearms, annual refresher, and specialized training) - Unique or Notable Requirements: - All guard personnel must pass background investigations by both the contractor and the U.S. Government - Strict standards for conduct, appearance, and training - Use of advanced monitoring systems (GEMS, CCTV) - 90-day transition period for staffing, training, and equipment acquisition post-award - Contractor must provide a final transition and contingency plan - Services cover multiple facilities across Japan

The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services to support the U.S. Mission in Japan. The Government requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management,and qualified staff at levels adequate to meet or exceed therequirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. person-nel, dependents, property; destruction of assets; to preventunauthorized access; and deter potential terrorist attacks.Anticipated period of performance is one base year and fourone-year options (to be exercised at the sole discretion ofthe Government). All contracted personnel, regardless of nationality, will berequired to pass a background investigation conducted bythe Contractor and a separate background investigationconducted by the U.S. Government to certify their suitability for employment under this contract. The approximate acquisition schedule is as follows: The synopsis will be posted for approximately fifteen (15)days. No paper copies will be mailed.
