Description

This opportunity is for SEAPORT-NXG MAC HOLDERS ONLY and is a Total Small Business Set-Aside. No other offerors will be considered. SeaPort-NxG MAC holders will need to register for PIEE accounts in order to receive solicitations and submit proposals. (1) This requirement is to provide Naval Enterprise Networks (NEN) Integrated Product Team (IPT) at Naval Information Warfare Center (NIWC) Pacific. (2) This TORFP will be in accordance with FAR 16.505 procedures. The Offeror attention is directed to paragraph C.8, TASK ORDER PROCESS in the Basic SeaPort-NxG contract. (3) The applicable North American Industry Classification System (NAICS) code is 541330 - Engineering Services (Military and Aerospace Equipment and Military Weapons), size standard: $47M. Offeror cover letter shall include a STATEMENT indicating companies proposed as a small business concern shall meet the NAICS code 541330 size standard of $47M as of the date of the proposal submission under this solicitation. Immediately after the closing date and time, the Government will verify each Offeror size status in SAM.gov to ensure the Offeror is certified as a small business. (4) This requirement represents a new effort for services wherein a portion of the scope was previously performed under Contract Number N00178-19-D-72647, Task Order Number N66001-21-F-3501. The predecessor contractor for that prior effort was Booz Allen Hamilton, Inc. (5) The deadline for questions in response to this TORFP is 30 June 2026 15:00 Pacific, and all inquiries must be submitted via email to Contract Specialist Erwin Cablay at erwin.cablay.civ@us.navy.mil and Contracting Officer Stephen Enokida at stephen.i.enokida.civ@us.navy.mil. Questions received after this deadline may or may not be answered at the Government discretion. (6) Proposals in response to this TORFP shall comply with Section L. (7) All proposals in response to TORFP shall be received by the date and time stated in block 9 of Section A (Page 1 of the Standard Form (SF) 33) and shall be submitted electronically via the PIEE portal. (8) Offerors are reminded that an incomplete proposal may be considered non-responsive and rejected for further evaluation. (9) See Section C and J for Security requirements (PWS/DD254/PERSONNEL CLEARANCE LEVEL REQUIREMENTS). (10) All terms and conditions, including clauses, in the Naval Sea Systems Command (NAVSEA) Seaport-NxG Multiple Award Contract (MAC) are hereby expressly incorporated into this TORFP and resulting task order.
