Description

The Naval Air Warfare Center – Aircraft Division, Lakehurst (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed-price contract on a limited competition basis for EATON Switch Gear Annual Preventative Maintenance Services on 15kV Medium Voltage Switchgear GO#: SMH43914-001. This procurement is in support of EMALS Steam Catapult Test Site.

This limited competition will be between EATON (CAGE: 31795) and their authorized distributors using FAR Part 12 and FAR Part 13 procedures.

Delivery shall be FOB Destination (FAR 52.247-34). Early deliveries are acceptable at no additional cost to the Government. The anticipated delivery date shall be 10 August 2026 ARO.

Naval Air Warfare Center Aircraft Division Lakehurst, Highway 547 Bldg. 685, Joint Base MDL, NJ 08733.

Note: This is strictly a limited competition between EATON (CAGE: 31795) and their authorized distributors. Offerors that do not provide substantiation of their status as EATON, or as an authorized distributor of EATON, will be ineligible for award.

Solicitation Instructions: (i) This solicitation is issued as a Request for Quotation (RFQ) in accordance with FAR Part 13 solicitation number N6833526Q1159. (ii) The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01. (iii) See attachment 001 for the list of line items, quantities, and units of measure. The associated NAICS code for this procurement is 335313.

Evaluation Factors: The Offerors will be required to provide all part numbers in accordance with the Descriptions and Part Numbers in Attachment 001. Each Offeror will either be Eligible or Ineligible for award. If an Offeror does not provide the entire list of items, the Offeror will be deemed Ineligible for award. Award will be made to the lowest price responsible Offeror that is deemed Eligible for award. Eligibility shall be determined by the Offeror providing an exact match of the part numbers listed in the attachment 001 CLIN structure spreadsheet. The total evaluated price will be the sum of all CLINs for each part number listed in the attachment. Prices will be evaluated for fairness and reasonableness.

Response Period: The Government will consider all responses received within fifteen days after the publication of this synopsis. The Government's decision not to open the requirement to competition based on responses is at its sole discretion. Responses will normally be used to determine whether to conduct a competitive procurement.

Delivery Certification: The offeror certifies delivery according to the specified date. Early delivery at no additional charge is encouraged. Shipping must be FOB destination CONUS. All applicable shipping costs should be included in the unit prices.

Proposal Validity: The quote will be valid until 31 August 2026.

Offeror Responsibilities: By responding, the Offeror certifies they can meet the Government’s requirements and can provide justification if requested. This includes having adequate resources, organization, experience, and technical skills, and the ability to comply with the schedule.

Compliance: All deliverables must comply with FAR 52.219-14 and DFARS 252.225-7007.

Additional Requirements: If applicable, fill out and submit the Commercial Item Checklist. DFARS Clause 252.211-7003 may apply for items over $5,000. Compliance with Section 889 of Public Law 115-232 is required. Interim DFARS rule 2019-D041 regarding cybersecurity applies, including NIST SP 800-171 and CMMC requirements.

Contract Terms: FAR 52.212-4, along with other clauses listed, will be incorporated into the contract.
