1. Action and Authority: The Marine Corps Regional Contracting Office (RCO) – MCI-NCR, Quantico, VA, hereby gives notice of its intent to award a firm-fixed-price, sole-source contract under the authority of Federal Acquisition Regulation (FAR) 19.1406, Sole Source Awards to Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns.

2. Intended Source: The contract is intended to be awarded to:

3. Description of Requirement: The requirement is for the provision of all personnel, equipment, and supplies necessary to perform bottled water delivery and water cooler maintenance services for Marine Corps Base (MCB) Quantico, VA. The scope includes the delivery of approximately 503 five-gallon water bottles per month and the rental, preventive maintenance, repair, and replacement of 38 water coolers across approximately 27 building locations.

The contractor must adhere to a quarterly preventive maintenance schedule, be capable of fulfilling emergency delivery requests within 24-48 hours, and ensure all water meets FDA/EPA quality standards. A key requirement is that the contractor's primary distribution facility must be located within a 60-mile driving radius of MCB Quantico to ensure rapid response times.

The government does not have a reasonable expectation that two or more SDVOSB concerns could meet these combined requirements.

5. Special Notice Provisions

This is NOT a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete against this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
