Description

This Request for Information (RFI) is a follow-up to E-6B Special Notice N0001925R1004 posted on 24 February 2026. The Naval Air Systems Command (NAVAIR), on behalf of PMA-271 (Airborne Strategic Command, Control and Communications Program Office), provides this RFI seeking industry feedback on the feasibility to execute the requirements outlined in the draft Performance Work Statement (PWS) for the PMA-271 E-6B Mercury Depot Maintenance, Repair, and Overhaul (MRO) effort under a Multiple Award Contract (MAC). This is a RFI only. This notice is issued solely for information and planning purposes and does not constitute a solicitation. This RFI is not a request for proposals, quotations, or bids, and the Government will not award a contract based on responses to this notice. Responses are voluntary and will be used by the Government for market research purposes only. The Government does not intend to reimburse respondents for any costs incurred in preparing or submitting information in response to this notice. Objective The purpose of this RFI is to identify and assess potential risks and constraints of executing a MAC for the requirements under this notice. Requested Information Interested vendors should request access to the Draft PWS in the Solicitation Module of the U.S. Government PIEE website in writing to Contract Specialist Mr. Timothy Ayers (timothy.c.ayers.civ@us.navy.mil) and shall include: Company name, address Commercial and Government Entity (CAGE) Code (as it appears in SAM.gov and as registered in the PIEE Solicitation Module), statement that the company intends to submit as a prime contractor, and a certified copy of a DD Form 2345, Military Critical Technical Data Agreement.  Upon review of the of the Respondent’s written request, approved DD Form 2345, and verification of Respondents status in SAM.gov the Government will provide the Respondent access to the PMA-271 E-6B Mercury Depot MRO PWS in the Solicitation Module of the U.S. Government PIEE website. Each Respondent shall certify that no dissemination of any export-controlled solicitation attachments containing CUI subject to this requirement will occur in a manner that would violate applicable export control laws and regulations via submittal of their approved DD Form 2345. Dissemination of CUI by a Respondent to that Respondent’s team members, partners, subcontractors, suppliers and/or vendors shall be the responsibility of the Respondent and shall be limited to a need-to-know basis. All guidance contained herein with regard to handling, distribution and destruction of CUI data shall be flowed down to all subcontractors and team members. Those who access or take receipt of any technical data shall comply with all laws; export controls and distribution statements associated with the document. Upon review of the Draft PWS the Government requests each respondent provide responses to the following: What challenges or advantages do you foresee in performing this work under a MAC ordering environment?Are there specific task order structures, evaluation approaches, or ordering procedures the Government should consider? What performance, schedule, or operational risks should the Government consider? Provide details on specific constraints, such as, but not limited to, staffing and hangar space. What transition challenges or onboarding considerations should be addressed? Response Instructions Interested parties should submit a written response not to exceed [2] pages. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with the provisions of DoD Directive 5230.25.  Respondents are responsible for clearly identifying any proprietary or confidential information contained in their submissions.
