Procurement of Advanced OCT Systems with Angiography for Lawton and Anadarko Clinics

The Lawton Service Unit of the Indian Health Service (IHS), under the Department of Health and Human Services, is seeking to procure advanced Optical Coherence Tomography (OCT) systems with angiography for two clinical sites. - Government Buyer: - Department of Health and Human Services - Indian Health Service (IHS) - Lawton Service Unit - Products/Services Requested: - Two (2) Optical Coherence Tomography (OCT) systems with angiography capability - Systems must be similar to the Zeiss Cirrus-6000 - Includes all required software, imaging modules, hardware accessories, system cart/table, HD monitor, keyboard/mouse, operator and service manuals, and necessary licenses - Key technical features: - Spectral-domain OCT - Minimum scan speed of 100,000 A-scans/second - Multiple OCT angiography fields - High-definition macular and optic nerve head imaging with motion-tracking - Anterior segment imaging - Quantitative OCTA metrics - Axial resolution ≤ 5 µm, transverse resolution ≤ 15 µm - DICOM-compliant data exchange with encryption and backup - Windows 11 or equivalent OS with security updates through at least 2032 - Delivery, installation, configuration, calibration, and setup at Lawton Indian Hospital and Anadarko Indian Clinic - On-site instructor-led user training for clinical and technical staff - One-year warranty with remote/telephone technical support - Unique/Notable Requirements: - Systems must comply with Section 508 accessibility standards - Delivery, installation, configuration, training, and acceptance must be completed within 90 days of contract award - On-site installation and testing are specified (12 business days for installation, 46 hours for testing/validation) - Training must cover operation, workflow, data management, maintenance, troubleshooting, cybersecurity, and DICOM integration - All training materials and manuals must be provided - OEMs/Vendors Mentioned: - Zeiss (as a reference standard for system capabilities) - Quantities: - 2 complete OCT systems with angiography - 2 sets of delivery, installation, and training services

Description

The Lawton Service Unit (LSU) which includes the Lawton Indian Hospital (LIH), Anadarko Indian Clinic (AIC), and the Carnegie Indian Clinic (CIC), Indian Health Services (IHS) has a requirement for the acquisition of an Optical Coherence Tomographer (OCT) with Angiography to replace the existing device which has reached end-of-life and is no longer serviceable. The OCT addresses a critical clinical need for high-resolution, rapid retinal imaging used in the diagnosis and monitoring of glaucoma, diabetic macular edema, macular degeneration, and other ocular pathologies. Without a functional OCT, the facility’s ability to provide timely, accurate ophthalmic diagnostics and disease management for the IHS patient population is significantly impaired.
