Description of Requirement:
This is a Notice of Intent (NOI), not a request for proposal. The Office of Logistics and Acquisition Operations (OALO), of the National Institutes of Health (NIH) intend to negotiate on an other than full and open competition bases with Warner Graham LLP, 160 Church LN, Cockeysville, Maryland, 21030, USA, to procure Ethyl (ethanol) and Isopropyl Alcohol for on-going experiments. The NIH has an ongoing operational need for Ethyl (ethanol) and Isopropyl Alcohol to support the laboratories and offices across NIH to sustain mission critical activities for health and longevity mission critical research. The essential characteristics limit availability that is a sole source for this specific brand of Ethyl (ethanol) and Isopropyl Alcohol. This brand has been used by 90% of the agencies laboratories within NIH. Researchers look to continue using product that offers consistency and continuity to their research to include brand lot numbers that are recorded during research. Any deviation from the original use of Ethyl (ethanol) and Isopropyl Alcohol previously tested can compromise the performance of previous test. To ensure best possible comparison between existing data set, and the new set of samples is to avoid using other potential Ethyl (ethanol) and Isopropyl Alcohol from vendors that is not Warner Graham.
