Description

 This requirement mandates the development and demonstration of a proof-of-concept Improved Mobile Fuel Delivery System (iMFDS) to enhance the Navy's at-sea refueling capabilities. This system must be rapidly installable on commercial tankers during short-term availability, minimizing permanent ship modifications and welding. The Navy requires assistance from True Bear Engineering LLC for this effort. True Bear Engineering LLC will design, manufacture, and validate dual probe ramless electronic standard tensioned replenishment alongside method (E-STREAM) machinery and controls for integration with an improved Modular Fuel Delivery Station (iMFDS) prototype. The fuel delivery system shall utilize the standard tensioned replenishment alongside method (STREAM) as explained in the Navy Tactics, Techniques and Procedures (NTTP) 4-01.4. The system will be used to transfer fuel to large ships (i.e. carriers and large amphibs) and smaller combatants (i.e. destroyers and cruisers).

This prototype will develop a capability that mitigates at sea refueling shortfalls to support the increased demand due to distributed maritime operations. Without this capability, the current CLF quantities will not be able to meet the refueling at sea requirements and Naval forces will be limited in their reach. The final solution will consist of one iMFDS prototype, including necessary fuel lines, tensioning systems, connection interfaces, and any support equipment required for E-STREAM-compliant fuel delivery. The prototype will be constructed to military standards to withstand the rigors of both pier side and at-sea environments.
