The Defense Microelectronics Activity (DMEA) is seeking information from companies capable of in-house re-manufacturing of sheet metal enclosures for data transfer applications. - Government Buyer: - Defense Microelectronics Activity (DMEA), McClellan, CA - OEMs and Vendors: - No specific OEMs or vendors are named; the requirement is for direct manufacturers only (no brokers) - Products/Services Requested: - In-house reverse engineering of existing sheet metal enclosures - Generation of 3D CAD models from physical samples - Design and fabrication of progressive dies, jigs, and molds - Stamping, forming, bending, machining, and assembly of sheet metal enclosures - All manufacturing and assembly must be performed in-house by the contractor - Unique or Notable Requirements: - Contractor must comply with R-FAR 52.219-14, meaning at least 50% of the cost of manufacturing (excluding materials) must be performed by the contractor - No brokering or outsourcing of manufacturing is allowed - NAICS code 333517 (Machine Tool Manufacturing) and PSC 3456 (Cutting and Forming Tools for Secondary Metalworking Machinery) apply - Respondents must provide capability statements detailing technical qualifications, facilities, and relevant experience

Notice Type: Sources Sought

Synopsis:

The Defense Microelectronics Activity (DMEA), McClellan, CA is issuing this Sources Sought Notice to find potential sources capable of performing in-house design, tool fabrication and production of sheet metal enclosers utilized for data transfer. Industry responses to this Notice will assist the Government in determining the appropriate acquisition method, and will provide the Government information about the availability of qualified companies technically capable of meeting the requirement. Information received in response to this Notice will also help the Government determine whether a small business set-aside is possible. All businesses are invited to respond to this Notice.  

This Notice is relative to the North American Industry Classification System (NAICS) 333517, Machine Tool Manufacturing.  The Small Business size standard for NAICS 333517 is 500 Employees. The Product Service Code (PSC) is 3456, Cutting and Forming Tools for Secondary Metalworking Machinery.

The following are the requirements:

The contractor must possess the internal infrastructure and technical expertise to perform:

Phase 1 (Engineering & Tooling) Reserve-engineer existing physical enclosers (if necessary), generate 3D CAD models, and design and fabricate the necessary progressive dies, jigs, and molds for production

Phase 2 (Manufacturing & Assembly): Utilize the fabricated tooling to stamp, form, bend, machine and assemble the physical sheet metal enclosers

Compliance: Perform the manufacturing entirely in-house to comply with the R-FAR 52.219-14, Limitations on Subcontracting requirement, ensuring the contractor is a direct manufacturer and not a broker or pass-through entity.

Responses & Capability Statement: Vendors having the ability to provide the requirements are encouraged to submit a statement, not to exceed three pages, documenting their capabilities of meeting all of the requirements listed above, to include facilities requirements for the operation of the source, recent corporate experience in fulfilling this type of requirement, and,

Organizational Commercial and Government Entity (CAGE) code, e. Organizational Unique Entity ID (UEI) number, f. Business size status for the applicable NAICS code.

Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Interested vendors are instructed to provide only the data requested in this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback to respondents with respect to information submitted. After reviewing responses received, a synopsis, a pre-solicitation notice or solicitation may be published to the Government Point of Entry (GPE), Federal Business Opportunities website. No proprietary, classified, confidential, or sensitive information should be included in responses. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.

The Government reserves the right to reject, in whole or in part, any response to this Notice. Any future submissions in response to a solicitation to the GPE will be evaluated independent of any information submitted in response to this Notice. Responses to this Sources Sought will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. The Government will not provide potential vendors information on solicitations issued on the GPE based on this Sources Sought Notice.
