Description

The Federal Bureau of Investigation (FBI) is conducting market research in accordance with FAR Part 10 to identify capable sources, including small business concerns, for the acquisition of commercially available artificial intelligence (AI) computing infrastructure.

The Government anticipates establishing a one-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle for the acquisition of AI hardware, software licenses, and associated original equipment manufacturer (OEM) warranty support. The resulting contract is anticipated to be a supply contract only. The Government does not anticipate acquiring installation, integration, managed services, engineering services, operational support services, or other professional services under the resulting contract. Any support provided shall be limited to standard commercial manufacturer warranty and OEM support customarily provided with the purchased products.

The anticipated requirement may include, but is not limited to, the following commercially available products:

High-performance GPU servers utilizing NVIDIA HGX B300 or equivalent technologies; Integrated rack-scale AI systems, including GB300 NVL72-class systems or equivalent; AI pod architectures, including TPU-based solutions or equivalent; AI inference accelerators equivalent to NVIDIA L40-class accelerators; Associated software licenses; and OEM warranty and support services.

General requirements include operation within secure, air-gapped environments without Internet connectivity, compatibility with standard 19-inch data center racks, OEM warranty support, and customer-retained failed hardware components (e.g., keep-your-drive or equivalent), where commercially available.

The primary purpose of this RFI is to determine the availability of qualified small business concerns capable of performing as prime contractors and to assist the Government in determining the appropriate acquisition strategy, including whether a small business set-aside is appropriate and whether a nonmanufacturer rule waiver may be required.

Interested parties shall respond in accordance with the instructions contained within the attached RFI. Responses will be used for market research and acquisition planning purposes only and will not be considered proposals. The Government will not reimburse respondents for any costs incurred in responding to this notice.
