The Federal Aviation Administration (FAA) is seeking janitorial services for two key facilities in New Hampshire: the Manchester Air Traffic Control Tower (MHT ATCT) and the A90 TRACON & Guard Shack in Merrimack. - Government Buyer: - Federal Aviation Administration (FAA), Department of Transportation - Regional Acquisitions Services (AAQ-500), FAA WEP13 MHT Manchester SSC - Scope of Services: - Janitorial services for MHT ATCT and A90 TRACON & Guard Shack - Contractor must provide personnel, equipment, tools, cleaning supplies, and perform scheduled cleaning tasks - Services include regular cleaning, quality control, daily checklist maintenance, personnel training, inspections, safety compliance, and reporting unsafe conditions - Cleaning must be coordinated to minimize disruption to FAA operations, especially in sensitive operational areas - Products and Supplies Required: - Cleaning supplies: liquid hand soap, hand sanitizer, paper towels, toilet paper, disinfectants, sanitizers, cleaning compounds, hygiene materials, air fresheners, urinal deodorants, trash can liners/bags - Equipment: commercial quality vacuums, floor care equipment, microfiber rags, dust control rags, feather dusters, polishes, dish detergent, mops, buckets, brooms, dust pans, signs for wet floors - Personal protective equipment for cleaning staff - Contract Structure: - Firm Fixed Price contract - Base year plus four option years (annual renewal possible for up to five years total) - Unique Requirements: - Set aside for SEDB 8(a) certified business concerns - NAICS code 561720 (Janitorial Services), size standard $22 million - Contractor must demonstrate past experience with janitorial contracts valued at $1M or higher - Submission of customer satisfaction surveys, key personnel resumes, and a quality control plan required - Continuity of services during national emergencies and compliance with FAA security and records management protocols - No specific OEMs or named vendors are referenced; all supplies and equipment must meet commercial quality standards.

This Request for Proposals is for Janitorial Services at the Manchester Air Traffic Control Tower in Manchester, NH and the A90 TRACON in Merrimack, NH to be completed as required in the Statement of Work and Frequency Charts (see attachments).

This acquisition is set aside for SEDB 8(a) certified business concerns.

The principal North American Industry Classification System (NAICS) Code applicable to the effort is: 561720 – Janitorial Services, with the size standard of $22 Million

The resulting award will be a Firm Fixed Price Contract with a base plus four option years. Period of Performance begins 10/1/2026 for a base year plus four (4) option years.
