The Defense Health Agency (DHA), White House Medical Unit, is soliciting proposals for a comprehensive Resuscitation Quality Improvement (RQI) solution to support CPR skills sustainment for healthcare personnel. - Government Buyer: - Department of Defense, Defense Health Agency, White House Medical Unit - OEMs and Vendors: - RQI-GO (Resuscitation Quality Improvement GO) - HeartCode (American Heart Association platform) - Products/Services Requested: - RQI-P GO Simulation Station (1 unit) - RQI Self Directed eLearning licenses: - 50 Basic Life Support (BLS) - 25 Advanced Life Support (ALS) - 25 Pediatric Advanced Life Support (PALS) - Activation fees for 50 BLS and 50 ALS/PALS licenses - Adaptive eLearning activities for BLS, ALS, and PALS - HeartCode e-learning system for course completion and ecard issuance - Learning management system for administration and reporting - Rolling electronic credential maintenance system - Equipment support services (repair/replacement within five working days) - Customer support (telephone/online during support hours) - System activation (installation, configuration, administrator orientation) - Analytics and reporting capabilities - Consumable materials and replacement components - Unique/Notable Requirements: - Brand name or equal solicitation: alternative products must meet or exceed RQI-GO specifications and require technical documentation for approval - Decentralized, portable CPR simulation and eLearning for BLS, ALS, and PALS - Quarterly competency verification and electronic credential maintenance - 24/7 software/data availability (except planned downtime) - All equipment, software, consumables, and support must be provided by the contractor - Emphasis on rapid equipment support and comprehensive customer service

SUBJECT: Brand-Name or Equal Solicitation – RQI-GO Mannikin

1.) Description: This requirement is a brand name or equal requirement for the acquisition of the RQI-GO Mannikin to include eLearning support and credentialing for BLS, ALS, and PALS. Please see the PWS for additional details.

2.) IMPORTANT NOTE: Vendor who provide or equal products are subject to the review and discretion of the government for approval, All “Or Equal” products must be accompanies by technical specification for review and approval.
