COMBINED SYNOPSIS/SOLICITATION

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 12. This announcement constitutes the only solicitation; a written solicitation will not be issued.

Solicitation number N0018926QL178 is issued as a request for quotation (RFQ) for switchgear controls modernization and fuel tank installation.

This acquisition is not set-aside for small business concerns. This solicitation incorporates  provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Fleet Contracting Department, intends to acquire on a sole source basis the removal and modernization of an existing Caterpillar brand switchgear control panel and installation of a 10,000-gallon above-ground storage diesel fuel tank to support Naval Cyber Defense Operations Command (NCDOC) via a firm-fixed price sole source award contract awarded to Carter Machinery Company, Inc.

The NAICS code is 811310, with a size standard of $12.5 Million.

The period of performance is completion within 180 days from contract award with a place of performance in Suffolk VA, 23435.

The awarded contract for the above requirement is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority 41 U.S.C., 1901 simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b).

Interested parties may identify their interest and capability to respond to future similar requirements; however, this notice is not intended to be a request for competitive quotations from any source.

Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on response received is solely within the discretion of the Government.

The Government will not pay for any information submitted in response to this notice.
