The State of Tennessee is seeking contractors to provide statewide emergency debris removal services in response to natural or man-made disasters. - Government Buyer: - State of Tennessee, Department of General Services, Central Procurement Office - Tennessee Emergency Management Agency (TEMA) - Scope of Services: - Comprehensive debris removal operations across Tennessee, activated during emergencies - Includes removal from public rights-of-way, waterways, and public spaces - Services must comply with FEMA, TEMA, TDEC, USACE, OSHA, EPA, TDOT, and FHWA regulations - All labor, equipment, materials, transportation, and supervision required - Documentation and compliance for FEMA Public Assistance reimbursement - Products/Services Requested: - Loading and hauling vegetative debris (per cubic yard) - Debris Management Site (DMS) management - Reduction and compaction of vegetative and construction/demolition debris - Loading, hauling, and final disposal of reduced debris - Sweeping of roadways (per linear mile) - Removal and disposal of white goods, household hazardous waste, electronic waste, vehicles, trailers, vessels, tire debris, putrescent debris, earthen debris, infectious waste, and CBRN contaminated debris - Notable Requirements: - Ability to provide rapid, statewide coverage - Strict adherence to environmental and safety regulations - Bonds, insurance, and licensing required - Payment is unit-rate based; no guaranteed quantities - Estimated contract liability up to $1 billion - Up to three contracts may be awarded - Maximum contract term of 60 months (36 months base, two 1-year renewals, 180-day extension) - OEMs and Vendors: - No specific OEMs or vendors are named; opportunity is open to all qualified respondents
Description
This solicitation is a Request for Proposals issued by the Tennessee Department of General Services for debris removal services. The State intends to award up to three contracts to provide coverage across the entire State of Tennessee in the event of a widespread disaster. The contracts will be utilized when a man-made or natural disaster or emergency occurs that generates a debris field requiring removal, potentially qualifying for FEMA Public Assistance reimbursement if federally declared or statewide by the Governor. The contract includes scope of services, contract period, payment terms, and standard and special terms and conditions as detailed in the pro forma contract attachment. The response deadline is July 29, 2026.
