Description

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 awarded Delivery Order N0001926F0003 under Basic Ordering Agreement N0001922G0002 to Bell Boeing Joint Program Office on a sole-source basis for the procurement of Cockpit Voice Recorder kits and installations for the MV-22 aircraft.

This action was awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The limited rights possessed by the Government to the required technical data preclude competition of this effort. The base Non-Recurring Engineering efforts along with the initial retrofit recurring efforts have already been contracted to Bell Boeing. In addition, the Cockpit Voice Recorder installations are prerequisite for other retrofit installations previously contracted to Bell Boeing. Bell Boeing possesses unique, requisite engineering knowledge, skills, and rights to the technical data for the MV-22 Cockpit Voice Recorder effort.
