The U.S. Department of State's Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogota is seeking specialized services for a Criminal DNA Database Assessment in Colombia. - Government Buyer: - U.S. Department of State, Bureau of International Narcotics and Law Enforcement (INL), U.S. Embassy Bogota - OEMs and Vendors: - GTH DNA (identified as sole source in initial notice) - Products/Services Requested: - Criminal DNA Database Assessment service - Comprehensive evaluation of technical, technological, human talent, and training needs for Colombian justice sector entities (Instituto Nacional de Medicina Legal y Ciencias Forenses, National Police, Attorney General's Office) - In-person visits to eight DNA crime labs and CTI groups - Structured interviews, policy reviews, and data analysis - Deliverables: monthly activity reports and a final comprehensive report in Spanish (covering SOPs, training, equipment, phased HR plan, and cost analysis) - Firm overhead and administrative costs (18%) - Defense Base Act (DBA) insurance for contractor and subcontractor employees - Unique/Notable Requirements: - All deliverables must be provided in Spanish - Assessment must include both technical and human resource aspects, with a phased implementation plan and cost analysis - Includes mandatory DBA insurance coverage - Fixed-price contract with a 180-day period of performance

Description

This is not a solicitation; this is a NOTICE OF INTENT to award a single source procurement action as follows:

The Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogotá-Colombia will award a fix firm price for: CRIMINAL DNA LAW SUPPORT.

This is a sole source requirement in accordance with authority citation, FAR Part 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements. For this requirement, GTH DNA is considered the only responsible source, and no other supplies or services will accomplish Embassy Bogota requirements.

The International Narcotics and Law Enforcement Affairs Office (INL) in Bogota has a requirement for the CRIMINAL DNA LAW SUPPORT JOFOC for Colombia.   All interested sellers should submit the quotations according to the attached INL_RFQ-PR15697998 no later than July 7, 2026 at 4:00 pm via e-mail to AlejoA@state.gov and BogotaINLSolicitation@state.gov.

No quotations will be accepted after this time.  This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
