The 99th Contracting Squadron (99 CONS) at Nellis Air Force Base is seeking contractor support for moving target training at the Nevada Test Training Range. - Government Buyer: - Department of the Air Force, 99th Contracting Squadron (ACC), Nellis Air Force Base - Products/Services Requested: - Up to 8 Trackless Moving Target-Vehicles (TMT-Vs): - Self-propelled, trackless, reusable vehicular targets - Capable of at least 20 MPH, remotely controllable, with reactive behavior and thermal signature - Rated to withstand .50 caliber ball and tracer impacts - Up to 24 Trackless Moving Target-Infantry (TMT-Is): - Self-propelled, trackless, reusable personnel targets - Capable of at least 8 MPH, remotely controllable, with reactive behavior and thermal signature - Rated to withstand .50 caliber, 7.62x54R, .308, or similar caliber impacts - Qualified systems operators to support training operations for up to two continuous weeks - Setup and teardown coordination, including early arrival for operational readiness - Unique/Notable Requirements: - Targets must be remotely controllable, reusable, and provide realistic threat simulation with telemetry and video - All targets must be rated for high-caliber impacts and have thermal signatures - Support includes both system operation and logistical setup/teardown - Option to extend training period and increase target quantities if funding allows - Contract includes up to five option years, each with two live training exercises - No specific OEMs or vendors are named in the solicitation; the government is seeking information from qualified suppliers
Description
1. This is a Sources Sought Notice / Request for Information (RFI). This Sources Sought / RFI is issued for the purpose of market research in accordance with FAR Part 10.
2. The 99th Contracting Squadron (99 CONS) is conducting market research and attempting to gather information from qualified, experienced, and interested vendors who can supply the items and perform services described herein. Please review the draft documentation included in this notice. Specifically, please review draft, Attachment 1 – PWS.
3. Request interested firms respond to the following:
Identify your firm’s information (name, address, phone number, CAGE code). Identify if your company is a large or small business. If applicable, identify what small business program(s) (i.e. SBA Certified 8(a), Service Disabled Veteran Owned, HubZone, etc.) your company is certified as. Identify the appropriate amount of calendar days required to respond to a RFP. What is the timeframe needed from time of award to transition and begin new service.
Any other comments, feedback, or response on how to improve this requirement is highly encouraged.
The Government wants to ensure transparency of this process and ensure interested firms are provided the same information. If your firm has a question regarding this RFI, can the Government post your firm’s questions, along with the Government’s response, in Sam.gov, GSA, or etc. (an interested firm’s name will not be disclosed to the public)
4. Only electronic responses will be accepted. Please send responses via email to the primary point of contact, Amber Rivera at amber.rivera.2@us.af.mil, no later than Monday, 29 June 2026 - 1600 PDT. Earlier submission is highly encouraged.
5. This RFI notice is issued for planning purposes only. Responses to this notice will assist the Government in market research, identifying potential sources and as applicable, or assist the Contracting Officer in determining whether a future solicitation should be set aside. This notice does not service as a formal request for proposal or request for quote. Funding is not / may not be made available to solicit the requirement. This Sources Sought is not intended to serve as an official notice to obligate the Government to award a contract and consequently the Government does not intend to pay for any bid/proposal preparation costs.
