This opportunity is for custodial services at Altus Air Force Base, Oklahoma, managed by the 97th Contracting Squadron under the U.S. Air Force, Air Education and Training Command. - Government Buyer: - U.S. Air Force, 97th Contracting Squadron, Altus AFB - 97th Civil Engineer Squadron (CES), Operations Flight (CEO), Contracting Officer Representative Office (CEOES) - Scope of Services: - Comprehensive custodial services for approximately 89 facilities, including fitness centers, youth centers, Child Development Center (CDC), restrooms, locker rooms, lactation rooms, and remote location restrooms - Services include daily, weekly, and seasonal cleaning tasks: floor care (buffing, waxing, vacuuming), restroom and fixture cleaning, deep cleaning of lactation rooms, and hazardous material management - Contractor must provide all labor, management, supervision, equipment, tools, paper products, and EPA-approved cleaning supplies - Cleaning standards must meet Air Force Common Levels of Service (AFCOLS) Level 3 and support facility accreditation requirements for CDC and fitness/youth centers - Special requirements: background checks, immunizations for CDC personnel, compliance with security and environmental regulations, and adherence to base access protocols (including REAL ID Act compliance) - Products/Services Requested (with part numbers and quantities): - Multiple line items for facility and restroom cleaning services, each with part numbers (e.g., 0001–0020) and quantities (typically 9 per year per service type) - Recurring and seasonal cleaning schedules detailed by facility and cleaning level - Unique/Notable Requirements: - 100% set-aside for SBA Certified Women-Owned Small Businesses (WOSB) - Firm fixed price contract with a base year and four 12-month option years - Contractor responsible for all consumables and compliance with detailed cleaning frequencies and standards - No specific OEMs or cleaning product brands are mandated in the solicitation.

The 97th Contracting Squadron, Altus Air Force Base, Oklahoma, intends to issue a Request for Quote (RFQ) for acquisition of Custodial services at Altus AFB, Oklahoma. Provide cleaning services for facilities including flooring care, restroom cleaning and periodic cleaning tasks to maintain satisfactory facility condition and present a clean, neat and professional appearance. Specific cleaning is required by regulation and to retain accreditation for the Fitness Center, Youth Center and Child Development Center (CDC).

An organized site visit will be held on Tuesday July 7, 2026 at 0800 CST (08:00AM CST), we will begin at Building 52 and escort everyone to the main buildings via bus from there. Please RSVP, fill out Attachment 6 - Contractor Base Access Application, and have it submitted to the emails below by Monday July 6, 2026 at 1100 (11:00AM CST). 

For either the site visit or submission of proposals, all personnel requesting access to any DoD installation must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. This acquisition will fall under the North American Industry Classification System (NAICS) code 561720. This is a SBA Certified Women-Owned Small Business (WOSB) Program 100% Set-Aside.

Prospective contractors must be registered in the System for Award Management Database (SAM) prior to submission of quotes.  Offerors are further advised that failure to register in the DoD SAM prior to submission of proposal will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award.
