NOAA's National Weather Service is seeking a 5-year IDIQ contract for the supply and installation of Eaton 93PM and 93M Uninterruptible Power Supply (UPS) systems, maintenance bypass modules (MBM), and battery cabinets for NEXRAD weather radar sites. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Radar Operations Center, Norman, Oklahoma - OEMs and Vendors: - Eaton (specified as the sole OEM meeting all technical and physical requirements) - Products/Services Requested: - Eaton 93PM 50KW UPS units (part number: 7540-01-152-8067 and "Eaton 93PM 50KW UPS") - Eaton 93M UPS units (part number: "Eaton 93M UPS") - Maintenance Bypass Modules (MBM) and MBM sidecars - Battery cabinets with and without batteries - Installation and commissioning services, including removal/disposal of old UPS, wiring, seismic protection, communication cable installation, pre- and post-installation checks, and documentation - Quantities: - Installed units: Quantities to be determined per site (up to 158 NEXRAD sites) - Non-installed units (shipped to National Logistics Support Center): up to 3 units - Unique/Notable Requirements: - UPS systems must fit within NEXRAD TMPS shelters and meet altitude, battery configuration, and modularity requirements - Modular design with Line Replaceable Units (LRUs) for rapid maintenance - Installation travel costs must be included in unit pricing - Commissioning by Eaton Customer Service Engineers required - Comprehensive technical, installation, past performance, and pricing documentation required - Firm-fixed-price contract with a minimum order of $108,000 and a maximum order of approximately $17.5 million - Small business set-aside to maximize competition

Description

The Government is seeking a 5-year IDIQ for the following: 

Eaton 93PM UPS and maintenance bypass module (MBM) and Battery cabinet with batteries installed at sites specified in Table 3 of the SON (any associated installation travel costs must be built in to the per unit pricing).

Eaton 93PM UPS and MBM sidecar and Battery cabinet with batteries installed at the sites prescribed in Table 3 of the SON (any associated installation travel costs must be built in to the per unit pricing).

and; 

Eaton 93PM UPS and sidecar w/MBM and Battery cabinet WITHOUT batteries; shipped to the National Logistics Support Center. (NO INSTALLATION)  

Vendors are responsible for providing all information and documentation listed in Section L- Instructions, Conditions, and Notices to Bidders of attachment Sol_1305M226Q0038, including Volume I: Technical Compliance, Volume II: Installation Plan, Volume Ill: Past Performance, and Volume 4: Price. Evaluation information for those volumnes are provided in Section M - Evaluation Factors for Award. Failure to provide ALL required documents on time will result in submissions being deemed non responsive.
