Emergency Replacement of Park Center Well Main Valves and Manifold Modification for BLM Colorado

The Bureau of Land Management (BLM) Colorado State Office is seeking contractor services for emergency replacement and repair of the main valves at the Park Center Well. - Government Buyer: - Department of the Interior, Bureau of Land Management, Colorado State Office - OEMs and Vendors: - No specific OEMs or vendors are named; valves must meet API 6D or AWWA Class 250/300 standards - Products/Services Requested: - Replacement of failed primary (green) and secondary (red) 8-inch gate valves - New valves must have stainless steel stems, corrosion-resistant internals, and high-temperature seals - Valves must be API 6D or equivalent, or AWWA Class 250/300 - Manifold modification: install 8" x 8" x 8" flanged tee for future rig connection, capped with blind flange or third high-pressure gate valve - Crane operations to relocate well house - Site preparation, excavation, and demolition of concrete pads - Specialized live-well intervention to isolate 200 PSI artesian flow (methods include cryogenic pipe freezing, hot tapping, or well kill operation) - Permitting and environmental compliance (EPA, USACE Section 404, CDPHE/NPDES) - Hydrostatic testing of manifold assembly at 300 PSI for 2 hours - Site restoration including re-anchoring, weatherproofing, electrical/IT reconnection, backfilling, grading, and hazardous waste disposal - Minimum 2-year warranty on replaced components - Unique/Notable Requirements: - Contractor assumes all risk and liability for live-well intervention and flow isolation - All materials must meet API 6D or equivalent standards - Compliance with hazardous waste regulations for arsenic scale disposal - Independent lab testing for concrete strength - Compliance with Davis Bacon Act Wage Standards - Small business set-aside under NAICS 237110 (Water and Sewer Line and Related Structures Construction) - Firm fixed price contract
