This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. This solicitation is set aside for 100% for Service-Disabled Veteran Owned Small Business (SDVOSB). This is a firm fixed price contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 541620 - Environmental Consulting Services with a small business size standard of $19.0 Million. The FSC/PSC is F101 - Environmental Systems Protection - Air Quality Support. Wage Determination 2015-5613, Rev.32, dated 05/13/2026 applies to this requirement. The Department of Veterans Affairs, Network Contracting 22, is seeking a qualified contractor to provide all equipment, expertise, incidentals, labor, materials, paper forms, supervision, supplies, transportation, and qualified personnel overseen by a California registered professional engineer to provide environmental compliance reporting, permitting, and training support services in accordance with the statement of work. Each facility has its own compliance requirements including air quality, sewer permitting, hazardous materials management, and other site-specific reporting. This compliance umbrella includes dialogue with inspectors, compliance reviewers, and permitting engineers to assist VA Healthcare Regulatory Compliance (GEMS) staff. Scope of Work: The contractor shall provide all equipment, expertise, incidentals, labor, materials, paper forms, supervision, supplies, transportation, and qualified personnel overseen by a California registered professional engineer to provide environmental compliance reporting, permitting, and training support services in accordance with the statement of work.
