The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. This solicitation is set aside for 100% for Service-Disabled Veteran Owned Small Business (SDVOSB). This is a firm fixed price contract. The Department of Veterans Affairs, Network Contracting 22, is seeking a qualified contractor to provide all equipment, expertise, incidentals, labor, materials, paper forms, supervision, supplies, transportation, and qualified personnel overseen by a California registered professional engineer to provide environmental compliance reporting, permitting, and training support services in accordance with the statement of work. Each facility has its own compliance requirements including air quality, sewer permitting, hazardous materials management, and other site-specific reporting. This compliance umbrella includes dialogue with inspectors, compliance reviewers, and permitting engineers to assist VA Healthcare Regulatory Compliance (GEMS) staff. Scope of Work: The contractor shall provide all equipment, expertise, incidentals, labor, materials, paper forms, supervision, supplies, transportation, and qualified personnel overseen by a California registered professional engineer to provide environmental compliance reporting, permitting, and training support services in accordance with the statement of work.
