This opportunity involves the U.S. Army Transportation Command (ARTRANS), through the 598th Transportation Brigade, seeking comprehensive stevedoring and terminal services at the Port of Gdynia, Poland. - Government Buyer: - U.S. Army Transportation Command (ARTRANS) - 598th Transportation Brigade, Sembach, Germany - No specific OEMs or commercial vendors are named in the solicitation. - Services Requested: - Stevedoring and related terminal services for import/export of U.S. Government (USG) cargo - Cargo types: containers, vehicles, breakbulk, ammunition, explosives, hazardous materials (HAZMAT), and other military cargo - Vessel loading/discharging, truck and rail operations, cargo management, staging, storage, tallying, customs support, and intra-port transfers - Provision of qualified labor (stevedores, longshoremen, drivers, crane operators, mechanics) and contractor-furnished equipment (CFE), material handling equipment (MHE), tools, and supplies - 24/7/365 operational support - Safety, security, and environmental compliance (including OSHA, host nation laws, security vetting, cyber security, and emergency response) - Port facility support: warehousing, portable office space, fencing, lighting, fire brigade and ambulance services, trash disposal, carpentry, fueling/defueling, and other terminal services - Unique/Notable Requirements: - Must handle hazardous and explosive materials in compliance with all applicable regulations - Contractor must provide all labor, equipment, and materials necessary for continuous operations - Compensation is based on commodity rates and schedules as outlined in the Schedule of Rates (SOR) - Security and emergency response plans are mandatory

Description

Provide Stevedoring and Related Terminal Services (S&RTS) handling the import and export of designated USG cargo through the Port of Gdynia, Poland. S&RTS services will cover the full spectrum of managing USG cargo (e.g. containers, vehicles, breakbulk) transiting through the specified port(s) in this contract. Operational tasks shall include but are not limited to stevedoring and longshoring services required to conduct and facilitate load and discharge of vessel, truck, rail, port reception and disposition, cargo management and preparation, staging, storage, onward movement, intra-port transfers, vessel preparation, documentation, tallying and checking, and storage of dunnage and tiedown materials. Military cargo may consist of vehicles, Ammunition and Explosives (A&E) in all sizes and configurations (containerized or breakbulk), non-explosive containers of all sizes, all classes of Hazardous Materials (HAZMAT) (IAW applicable regulations), and other general DoW cargo. Transportation will be facilitated via vessel, Common-User Land Transportation (CULT), and/or military convoy.
