Description

The 2nd Contracting Squadron (2 CONS) at Barksdale AFB, LA, intends to establish a Blanket Purchase Agreement (BPA) for Heating, Ventilation, and Air Conditioning (HVAC) pipe insulation, removal, replacement, and installation services to support the Civil Engineering Squadron. The contractor shall provide all personnel, equipment, tools materials, supervision, transportation, and other items necessary to perform aluminum jacketing/cladding installation on exterior HVAC piping systems at Barksdale AFB. Aluminum cladding shall be secured by appropriate banding and screws. Aluminum cladding joints, penetrations and termination points shall be sealed with mastic or other approved sealant to prevent moisture from penetrating the insulation. The contractor shall perform all insulation and jacketing installation in accordance with BPA specifications unless otherwise directed.

This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures (SAP), and the Revolutionary FAR Overhaul (RFO) guidelines. The government intends to solicit quotes directly from local contractors. The total estimated value of the BPA framework is $350,000 with an ordering period of five (5) years. SERVICE CONTRACT LABOR STANDARDS (SCLS): This requirement is for services and is subject to the Service Contract Labor Standards (formerly Service Contract Act). The applicable Department of Labor (DOL) Wage Determination for Bossier Parish, LA, will be incorporated into the final agreement.
