The City of Oak Ridge Electric Department is seeking bids for the supply and installation of a new Electric Supervisory Control and Data Acquisition (SCADA) System to replace its existing infrastructure. - Government Buyer: - City of Oak Ridge, Electric Department (Finance Department, Central Services Complex) - OEMs and Vendors Referenced: - NovaTech (Orion LX/LX+ devices) - Cooper (CL-7 Recloser and Regulator controls) - Schweitzer Engineering Laboratories (SEL RTAC devices) - Cradlepoint (iBR 650C) - Fortinet (Fortigate 90G) - Phoenix Contact (EP7400) - Products and Services Requested: - Complete SCADA system software (base, interfaces, modules, 3rd party software) - Optional hardware: redundant production servers (2 at primary, 1 at backup), operator workstations (3 total), engineering workstation, monitors - Communication and control devices: NovaTech Orion LX/LX+, Cooper CL-7, SEL RTAC, Cradlepoint iBR 650C, Fortinet Fortigate 90G, Phoenix Contact EP7400 - SMS gateway or equivalent for text message alarming - VPN or gateway solution for secure remote vendor access - Installation, commissioning, and training services - Notable Requirements: - System must support up to 15 substations initially, scalable to 70 substations and 75 feeder lines - Integration with Milsoft engineering analysis software and ESRI GIS mapping (MultiSpeak protocol support) - Dual redundant servers at primary site, backup server at secondary site - Operator workstations with multi-monitor setups - Network redundancy and custom screen development capability for Oak Ridge personnel - Lump sum pricing required; all addenda must be acknowledged - Out-of-state vendors do not need a Tennessee contractor license - Site visits encouraged but not mandatory

This solicitation is for the provision of all labor, materials, supplies, tools, equipment, and other incidentals necessary for an Electric Supervisory Control and Data Acquisition (SCADA) System for Oak Ridge Electric. The project includes software, optional hardware, and installation in accordance with the attached specifications. Bidders are encouraged to visit the site to review existing conditions prior to bidding. The bid submission deadline is June 30, 2026, at 2:00 PM local time.
