Description

This is a SOURCES SOUGHT SYNOPSIS.  No proposals are being requested or accepted with this synopsis.  The U.S. Army Corps of Engineers, Mobile Directorate of Contracting (DOC) is seeking information regarding capability and availability of potential contractors to construct The Black Warrior and Tombigbee Alabama-Coosa Project Management Office in Tuscaloosa Alabama.

The contract will require the selected contractor to provide all plant, labor, equipment and materials necessary to construct the required Project Office, including required site work, utilities, environmental remediations, and ancillary requirements, based on the Offeror’s Design-Build to Budget full design, in compliance with applicable Department of Defense, US Federal, and partner nation codes and standards.  The estimated cost of construction is between $24,000,000 and $26,000,000.

This requirement will be solicited as a Design-Build to Budget (DBtB) acquisition. Under the DBtB approach, the Government establishes a fixed construction budget, identified herein as a Maximum Allowable Construction Cost (MACC), and offerors compete by proposing the maximum scope, quality, and functionality that can be designed and constructed within that fixed budget. The successful contractor will be responsible for the full design of the Project Office, as well as all subsequent construction, in accordance with the Government's program requirements, applicable Department of Defense and U.S. Federal codes and standards, and the State of Alabama building and licensing requirements. The Government anticipates a firm-fixed-price contract awarded on a best-value tradeoff basis. Because the budget is held effectively constant, the offeror's design solution, technical approach, and ability to deliver scope within budget will be significant evaluation considerations in the resulting solicitation.

The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform this stand-alone construction requirement.  The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220, Commercial and Institutional Building Construction.  The Small Business Size Standard is $36.5M.

Offerors are requested to respond to this Sources Sought Synopsis with the following information which shall not exceed ten pages:

1. Offeror’s name, Unique Entity ID (SAM.gov), CAGE code, address, points of contact, telephone numbers, and e-mail addresses;

2. Business size/classification to identify all applicable socioeconomic categories under which the firm is certified or self-certified;

3. Offeror’s capability to perform, with specific emphasis on experience with similar construction efforts in CONUS (Continental United States) locations;

4. Describe the offeror’s capability to perform the full design required under this DBtB project. Responses should identify whether the design will be performed in-house or through a teamed/subcontracted Architect-Engineer (A-E) firm, and shall include:

The name(s) of the A-E firm(s) or design entity proposed to support this effort and the nature of the relationship (in-house division, subsidiary, teaming partner, or subcontractor); Confirmation that the design firm(s) and key design professionals are, or will be, licensed and registered to practice in the State of Alabama; The offeror's experience integrating design and construction under the Design-Build or Design-Build to Budget delivery method, with specific emphasis on the ability to maximize and deliver scope within a fixed construction budget; The offeror's experience designing commercial/institutional office facilities of comparable size, complexity, and dollar magnitude.

5. Offeror’s bonding capability, or ability to obtain letters of credit or other approved bond alternatives;

6. Provide no more than five (5) projects, completed or at least 50% complete within the past five (5) years, that demonstrate the offeror’s capability to perform the type of work described in this synopsis. Projects delivered using the DBtB method are of primary interest. Project information shall not exceed one (1) page per project and should include:

Project title and location (CONUS preferred); General description of the project, including building type, size (gross square footage), and a statement of the delivery method used (Design-build, Design-Build to Budget, or Design-Bid-Build); The offeror’s role (prime, joint-venture partner, design partner, etc.) and the role of the design entity; Total dollar value of the project, and a statement of whether the project was completed within the established budget, including any scope or quality enhancements achieved within budget (a key indicator of DBtB capability); Relevant features comparable to this requirement (e.g., environmental remediation, site/utility work, Anti-Terrorism/Force Protection (AFTP) measures, or high-performance/sustainable building requirement); The name of the company, agency, or Government entity for which the work was performed with current reference contact information (reference name, telephone number, and email address).
