This opportunity involves the installation of new multi-zoned ductless mini-split heat pump systems at USCG Station Milford Haven, with a focus on HVAC modernization and marine environment durability. - Government Buyer: - Department of Homeland Security, United States Coast Guard (USCG) - Civil Engineering Unit, Engineering Services Division; USCG Base Portsmouth - Products/Services Requested: - Installation of nine (9) complete multi-zoned ductless mini-split heat pump systems - Systems must include compressors, fans, motors, drives, coils, air cooled condenser, air filters, controls, dehumidification settings, intercomponent piping and wiring, wall-mounted indoor fan coil with factory supplied condensate pump, and corrosion-resistant coating (epoxy polymer e-coat) for marine environments - Removal and disposal of three (3) existing mini-split systems - Electrical work per NEC standards, including demand calculations, new branch circuit wiring, conduit, and panel schedule updates - Operational testing and a minimum of four hours of training for USCG personnel on system operation, maintenance, and emergency procedures - Delivery of installation plans, product submittals, operational testing, and O&M manuals - Unique/Notable Requirements: - All work must be performed by qualified, licensed HVAC personnel - Mandatory site visit for field verification of quantities - Compliance with Davis Bacon Act wage determinations - Systems must be suitable for marine environments (corrosion control coating required) - Performance must begin within 10 days of award and be completed within 60 days - No specific OEMs or part numbers are specified; the procurement is open to any qualified manufacturer meeting the technical requirements - The contract is 100% set aside for Small Businesses under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors)

Description

Contractor shall provide for the installation of a complete multi-zoned ductless mini-split heat pump system, as well as the replacement of existing deficient units, at United States Coast Guard (USCG) Station Milford Haven. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 238220 Plumbing, Heating, and Air-Conditioning Contractors and a small business size standard of $19.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on 07/14/2026 via email to frank.r.burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Officer at the email addresses listed above no later than 7/7/26 at 12:00 PM Eastern Time.

A site visit will be held on 06/29/26 at 1000 Eastern Time at USCG Station Milford Haven at 63 Mill Point Rd, Hudgins, VA, 23076.
