The Federal Highway Administration (FHWA), under the Department of Transportation, is seeking public comments on a proposed information collection for its Emergency Relief (ER) Program: - Agency: Federal Highway Administration (FHWA), Office of Infrastructure - Purpose: Collect information via the Detailed Damage Inspection Report (DDIR) to assess roadway and bridge damage from natural disasters or catastrophic events - DDIR includes site location, roadway classification, jurisdiction, detailed damage descriptions, supporting documentation (photos, maps), cost estimates for emergency and permanent repairs, and proposed contracting methods - Evaluates potential resilience improvements to minimize future damage and ensure compliance with federal requirements - Respondents: State and local governments, District of Columbia, Puerto Rico, and U.S. territories - Volume: Estimated 56 DDIR assessments annually, each requiring approximately 168 hours - No OEMs, vendors, or specific products are involved, as this is an information collection request, not a procurement - The DDIR is foundational for determining site eligibility for ER funding and for developing federally required project programs
Description
The Federal Highway Administration (FHWA) has submitted a request to the Office of Management and Budget (OMB) to approve a new information collection related to site assessment and damage inspection reports under the Emergency Relief (ER) Program. The Detailed Damage Inspection Report (DDIR) documents roadway and bridge damage caused by natural disasters or catastrophic events, including site location, damage descriptions, photographs, maps, cost estimates for emergency and permanent repairs, and proposed contracting methods. The report also evaluates potential resilience improvements to minimize future damage and serves as the basis for determining site eligibility under the ER program. Comments on this information collection are requested by July 22, 2026.
