Scope 1.1 Pre-award / Post-award requirements: Due to the critical use and quality history of this item, a pre-award survey and post-award conference may be required for all new manufacturers. For previous sources, a post-award conference may be recommended. 1.2 Container shell material is polyethylene. 1.3 Manufacturing process is rotational molding. 1.4 When discrepancies exist between these requirements and current drawings, contact code Buyer on Page One or code N241.10. 1.5 Articles shall be manufactured, tested, and inspected according to Container Research Corporation drawing number 05259 861E001, Revision Latest, and all referenced specifications. 1.6 Equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aids required for manufacture/testing are the contractor's responsibility unless expressly provided elsewhere. 1.7 If MIL-STD-454 is referenced, compliance with IPC/EIAJ-STD-001C is expected. 2. Applicable Documents Drawing Data: 861E001, 05259 Document Reference Data: MIL-I-45208 3. Requirements 3.1 One third (1/3) unit of desiccant (MIL-D-3464, Type II nondusting) per cubic foot of container interior volume shall be placed in the desiccant holder at shipment. 3.2 Reference to cadmium plating shall be deleted and replaced with electrodeposited alkaline Zinc-Nickel Alloy per ASTM B 841 Class 1, Type B, Grade 3. All containers must have a nameplate with a Unique Identification (UID) marking as per drawing 15930 and MIL-STD-130 latest revision. Contact NAVICP code BUYER ON PAGE ONE or code 0771.10 for serial number group. The UID will be in data matrix format on the nameplate. Contact code BUYER ON PAGE ONE or code N241.10 to arrange First Article Test location. Welding and welder qualifications shall meet AWS D1.2 standards. Cleaning preparations shall follow MIL-C-5541 and welding requirements. For First Article, submit drawings (size 11" x 17"), contracts, approved ECPs, deviations, waivers, and modifications. For FMS container buys, the nameplate "Property of" statement will differ; contact buyer for updated info. Each container shall be serial numbered as "contract#_no_dashes-000X". 4. Quality Assurance 4.1 Tests under First Article approval include dimensional, form, fit, function, and compliance with drawing 05259 861E001. 4.2 Additional tests to demonstrate contract compliance. 4.3 Contractor responsible for parts and repairs during testing. 4.4 Estimated government testing cost: $12,000, added to offer prices. 4.5 Disposition of FAT samples: destroyed during testing or returned if refurbishable and approved. 4.6 Test coating instructions: unpainted, with light preservative on corrosive areas. 4.7 FAT approval criteria: deliver one unit within 120 days, marked accordingly, with testing reports submitted within 90 days. 4.8 If disapproved, submit additional First Article, bearing all costs. 4.9 100% production leak test: seal containers, pressurize, drop from 18 inches, check for leaks and damage. 5.
