Description
The U.S. Embassy in Bujumbura, Burundi, has a requirement to replace the faulty Programmable Logic Controller (PLC) of its Domestic Water Treatment Plant (DWTP) and integrate BACnet communication to enable connectivity with the Building Automation System (BAS). This upgrade will allow the Facilities Team to monitor water levels, production, and distribution to Embassy buildings in real time, in accordance with the attached Statement of Work (SOW).
The existing PLC, an Allen-Bradley MicroLogix 1200, has experienced a fatal internal failure and must be replaced.
All interested vendors are requested to submit their best and final quotation no later than July 18, 2026, at 10:00 a.m. Bujumbura time, for the following requirement:
Domestic Water Treatment Plant (DWTP) System – PLC Supply, Installation, Programming, Integration, Testing, and Commissioning Services
Vendors must provide a detailed and itemized price quotation. Lump-sum or incomplete pricing that does not clearly identify individual components and services may not be considered during the evaluation process. Each line item should include sufficient detail for technical and price analysis.
The quotation should, at a minimum, include the following categories:
1. Staff Services
Technical personnel Labor costs Travel expenses Accommodation and per diem (if applicable) Engineering and programming services Testing and commissioning services
2. Materials and Equipment
PLC hardware and accessories BACnet communication modules and interfaces Software licenses (if applicable) Control panels, cables, connectors, and related components Any additional equipment required for a complete installation
3. Installation and Commissioning
Removal of existing PLC Installation of new PLC and associated equipment Programming and system configuration BAS integration and BACnet communication setup Functional testing System commissioning Operator training and documentation
